and litigation making it difficult for law enforcement to
intervene and assist individuals in crisis and 5150 holds for
fear of lawsuits; requested the Board reach out to 25
different law enforcement agencies in Orange County and the
Orange County Behavioral Health Board to develop solutions to
address the issues |

homeless are his neighbors; Orange County is the capital of
the homeless, City of Santa Ana is the second largest Mexican
