Romina Yamashiro - Oral re: Request external financial and performance audit of OC Animal Care; public is not allowed to freely walk around shelter, animals must be selected by the website and must make appointment to visit an animal; OC Animal Care needs to establish and reinstate a trap, neuter and release program with modifications; OC Animal Care cannot block nor limit the public for making comments on their social media page because it would be considered viewpoint discrimination and a violation of the first amendment right
