30-2021-01208196 AND THERE WAS NO REPORTABLE ACTION ON
THAT DATE. COUNTY COUNSEL SUBSEQUENTLY REPORTED AT THE MAY
21, 2024 BOARD MEETING THAT THE BOARD UNANIMOUSLY VOTED TO
AUTHORIZE CEO/RISK MANAGEMENT AUTHORITY TO MAKE A
SETTLEMENT COUNTEROFFER, AND PLAINTIFF SUBSEQUENTLY
ACCEPTED THE COUNTY'S $87,500 SETTLEMENT PROPOSAL. IN THIS CASE, PLAINTIFF
ALLEGED THAT OCSD DEPUTY SHERIFFS DETAINED HIM WITHOUT
REASONABLE SUSPICION AND USED EXCESSIVE FORCE ON HIM IN
CONNECTION WITH AN INVESTIGATION INTO AN ALLEGED
ALTERCATION BETWEEN PLAINTIFF AND ANOTHER SHOPPER AT VONS
PAVILIONS GROCERY STORE IN LAGUNA NIGUEL IN MARCH 2020.
WHEN THE SETTLEMENT DOCUMENT IS FINALIZED, COPIES OF THE
AGREEMENT WILL BE MADE AVAILABLE THROUGH THE OFFICE OF
CEO/RISK MANAGEMENT TO ANY PERSON WHO INQUIRES.
