RECOMMENDED ACTION(S):

 

 

1.

Retroactively authorize the County Procurement Officer or Deputized designee to execute Amendment Number One to renew the Presidio Networked Solutions Group LLC, contract utilizing the Utah National Association of State Procurement Officials ValuePoint Master Agreement Contract for data communications telecommunication technology solution products and services, effective October 1, 2024, through September 30, 2026, for an amount not to exceed $21,000,000, for a new cumulative amount of $31,500,000.

 

2.

Authorize the County Procurement Officer or Deputized designee to execute an amendment to add any applicable provisions from the 2024 Revised Contract Procurement Manual.

 

 

 

 

 

 

SUMMARY:

 

Retroactive approval of Amendment Number One to the contract with Presidio Networked Solutions Group LLC, will allow the Sheriff-Coroner Department to competitively acquire Data Communications Products and Services at an approved discounted price and to have a comprehensive purchasing platform catalog providing the ability to facilitate new and ongoing projects impacting OCSD network, security, and infrastructure.

 

 

 

BACKGROUND INFORMATION:

 

The National Association of State Procurement Officials, Inc. (NASPO) was formally established on January 29, 1947. NASPO maintains a cooperative purchasing program that facilitates public procurement solicitations and agreements using a lead state model. The State of Utah issued a Master Price Agreement as Contract No. AR3227, through NASPO ValuePoint for Data Communications Products and Services for the term of October 1, 2019, through September 30, 2024. The service term was extended through September 30, 2026. NASPO ValuePoint is a cooperative program approved by the County Procurement Office (CPO). Competitively bid cooperative contracts are an effective and efficient means to leverage the consolidated purchasing power of government agencies for their commodity or service requirements.

 

On May 10, 2022, the Board of Supervisors (Board) approved the Sheriff-Coroner Department's (Sheriff) subordinate contract with Presidio Networked Solutions Group LLC (Presidio). This subordinate contract allows staff to continue to procure various data communications products and services. Sheriff will have a continuous comprehensive purchasing platform catalog such as but, not limited to Cisco, Palo Alto Commvalult, EMC, Citrix, Amazon, Aruba, VMware Veeam which will provide the ability to move forward quickly without delay with any new and ongoing refresh projects impacting Sheriff network, security, and infrastructure which include Body Worn Cameras, Automated License Plate Reader (ALPR), Records Management System (RMS), Network Refresh and related technology.

 

Sheriff now requests retroactive Board approval of Amendment Number One to the contract with Presidio as noted in the Recommended Action. Amendment Number One to the NASPO contract will allow Sheriff to continue to leverage the contract with Presidio and ensure competitive pricing that would be more advantageous than Sheriff bidding out these same services. This Amendment Number One is retroactive due to extended time on negotiations with the contractor.  

  

The Board revised the County's Contract Procurement Manual, requiring additional language in County contracts, effective October 1, 2024. Negotiations for this contract were finalized before October 1, 2024. As such, the Sheriff now requests authority to execute an amendment with the vendor to incorporate the new contract language.

 

The contractor's performance has been confirmed as satisfactory, Sheriff has verified there are no concerns that must be addressed with respect to Contractor's ownership/name, litigation status or conflicts with County interests; and the Sheriff has conducted a due diligence check required by the revised 2024 Contract Policy Manual. The Orange County Preference Policy is not applicable to this Cooperative subordinate contract renewal.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this contract are included in the Sheriff-Coroner’s FY 2024-25 Budget for Budget Control 060 and will be included in the budgeting process in future years. The contract contains language allowing the Sheriff-Coroner Department to terminate the contract without penalty with cause or after 30 days of written notice without cause in the event that funding is reduced and/or not available to continue funding the agreement.
