RECOMMENDED ACTION(S):

 

 

1.

Approve the individual Contract with The Regents of the University of California, A Constitutional Corporation, on behalf of University of California, Irvine Medical Center for provision of Designated Emergency Services, effective upon Board approval through June 30, 2028.

 

2.

Authorize the County Procurement Officer or Deputized designee to execute the individual Contract as referenced above.

 

 

 

 

SUMMARY:

 

Approval of the individual Contract for Provision of Designated Emergency Services with the Regents of the University of California, a Constitutional Corporation, on behalf of University of California, Irvine Medical Center will allow for OC Emergency Medical Services to designate hospital emergency receiving centers and equip hospitals with communications/emergency preparedness equipment and bi-directional data exchange capabilities to facilitate the receiving of ambulances and transfer of patients via the 9-1-1 system.

 

 

 

BACKGROUND INFORMATION:

 

On March 28, 2023, your Honorable Board of Supervisors (Board) approved the Master Contract with various hospitals for provision of Designated Emergency Services (DES) for the period of July 1, 2023, through June 30, 2028, for an aggregate amount not to exceed $1,960,724. The proposed Contract with the Regents of the University of California, a Constitutional Corporation, on behalf of the University of California, Irvine Medical Center (UCI) includes nonstandard contract terms that differ from the Board approved Master Contract. Nonstandard terms were approved by Risk Management, See Attachment C for Risk Assessment Form.

Scope of Services

The Health Care Agency (HCA) established the DES Master Contract to formalize the partnership between Acute Care Hospitals and the County of Orange (County) for emergency medical and disaster response. As part of its regulatory responsibility on behalf of the County, HCA’s Emergency Medical Services Division designated hospitals as Emergency Receiving Center (ERC) that met qualifying criteria. There are 24 Acute Care Hospitals that are designated ERCs which permits those hospitals to receive patients via ambulance from the 9-1-1 Emergency Medical System (EMS).

 

The proposed Individual Contract with UCI is one of several such contracts under the Master Agreement. Contracts with these providers allow for continuation of the existing relationships for disaster and emergency response between participating Acute Care Hospitals and the County. This individual Contract will allow UCI to continue to develop and have in place disaster plans and equipment necessary to respond to and mitigate disasters, which may include many casualties. The County works collaboratively with Acute Care Hospitals in disaster training exercises, participates in communications equipment interference testing and provides equipment.

 

In addition to the Hospital Emergency Administrative Radio system (HEAR) and 800mHz capabilities, which is the same mHz system utilized by first responders, UCI Medical Center’s designations include Base Hospital, Emergency, Cardiovascular, Stroke Neurology and Trauma Receiving Centers.  

 

The ability to rapidly identify the appropriate level of emergency treatment and transport is possible through a coordinated communications system with the Acute Care Hospitals and field providers. There are approximately 290,000 9-1-1 calls annually within the County. During Calendar Year 2022, there were 186,477 9-1-1 patients transported to County designated ERCs. Of those, 21,545 involved radio contacts between field paramedics and Base Hospitals.

 

This Contract does not currently include subcontracts or pass through to other providers. See Attachment B for Contract Summary Form, The Orange County Preference Policy is not applicable to this Contract.

 

This Contract contains a mutual indemnification provision, which varies from the County standard of sole indemnification. CEO/Risk Management has approved the indemnification provision and determined the risk to be acceptable for these services. See Attachment C for Risk Assessment Form.

 

HCA requests that the Board approve the Contract with the Regents of the University of California, a Constitutional Corporation on behalf of University of California, Irvine Medical Center for the provision of DES as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

Should services related to this Contract need to be reduced or terminated, the Contract contains language that allows HCA to give 30 days' notice to terminate services and either request the return of all County property or enter into a separate agreement for the use of County property loaned to the hospitals.
