RECOMMENDED ACTION(S):

 

 

1.

Approve Amendment No. 3 to renew Contract with AG Coast Corporation for Unarmed Security Guard Services, effective January 1, 2024, through March 31, 2025, in an amount not to exceed $375,000, for a revised cumulative contract total amount not to exceed $1,723,000.

 

2.

Authorize County Procurement Officer or Deputized designee to execute Amendment No. 3 to the Contract with AG Coast Corporation, as referenced in the Recommended Action above.

 

 

 

 

SUMMARY:

 

Approval of Amendment No. 3 with AG Coast Corporation for Unarmed Security Guard Services will help maintain a secure environment for disaster medical supplies and equipment as well as a safe environment for County employees at various Health Care Agency locations.

 

 

 

 

 

 

BACKGROUND INFORMATION:

 

The Health Care Agency (HCA) currently utilizes Unarmed Security Guard Services with AG Coast Corporation at three locations in support of Medical Health Services: two facilities in Irvine, and one additional location at HCA's distribution center in Santa Ana. Unarmed Security Guard Services provide protection to County's assets and inventory. These assets include rented box trucks filled with equipment and supplies, large warehouse caches for disasters that includes personal protective equipment and heavy emergency equipment. The properties at these locations are being temporarily utilized and do not have the physical barriers necessary to maintain security.

 

On April 1, 2020, the County Procurement Office issued a Regional Cooperative Agreement (RCA) No. RCA-017-20010006 with AG Coast Corporation, effective April 1, 2020, through March 31, 2025.

 

On September 30, 2021, HCA executed a Contract with AG Coast Corporation to provide unarmed security guard services under Deputy Purchasing Agent (DPA) delegated authority, in an amount not to exceed $199,000, for a nine-month term, effective September 30, 2021.

 

On March 22, 2022, your Honorable Board of Supervisors (Board) approved Amendment No. 1 to renew the Contract with AG Coast Corporation for a six-month period, effective July 1, 2022. Below is a table summarizing the contract activity from 2021 to present:

Scope of Service

AG Coast Corporation provides Unarmed Security Guard Services to ensure safety by maintaining a visible presence, patrolling parking lots, checking building perimeter doors, providing escort services, reporting suspicious activity and trespassers, etc. AG Coast Corporation provides attendance logs and daily reports in a timely manner. No days have been missed. In addition, the Contractor provides Security Incident Reports on an "as needed" basis when incidents arise.

 

Performance Outcomes

The Contractor's performance has been confirmed as satisfactory. AG Coast Corporation has met measurable expectations during the current Contract term. Its performance was measured by adherence to contracted staffing levels, work hours and absence of reportable incidents. During this past year, AG Coast Corporation provided the contracted staffing levels and was present during agreed upon work hours, without significant exception. In addition, there were no significant reportable incidents of disturbance, trespass, theft, vandalism or assault during its contracted hours.

 

This Contract does not currently include subcontractors or pass through to other providers. See Attachment B for Contract Summary Form. 

 

HCA has verified there are no concerns that must be addressed with respect to Contractor's ownership/name, litigation status or conflicts of interests. The Orange County Preference Policy is not applicable to this contract amendment.

 

HCA requests that the Board authorize the County Procurement Officer or Deputized designee to execute Amendment No. 3 with AG Coast Corporation as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Contract are included in HCA's Budget Control 042 FY 2023-24 Budget and will be included in the budgeting process for future years.

 

Should services need to be reduced or terminated due to lack of funding, the Contract contains language that allows HCA to give a 30-day notice to either terminate or renegotiate the level of services to be provided. The notice will allow HCA adequate time to transition or terminate services to participants, if necessary.
