RECOMMENDED ACTION(S):

 

 

1.

Approve the selection of and Contract with AIDS Services Foundation Orange County, dba Radiant Health Centers, for provision of Human Immunodeficiency Virus Pre-Exposure Prophylaxis Navigation Services for an amount not to exceed $750,000 for the term of September 1, 2022 through June 30, 2025, renewable for one additional two-year term.

Pursuant to Contract Policy Manual Section 3.4.114, authorize the Health Care Agency Director or Deputized designee to exercise a contingency contract cost increase, not to exceed a total of 10 percent of the Contract amount for the first year of the Contract, for the entire term of the Contract, including renewals, and within the scope of work set forth in the Contract. The use of this contingency contract cost increase is subject to approval requirements established by the County Procurement Officer.

 

3.

Authorize the County Procurement Officer or Deputized designee to execute the Contract with AIDS Services Foundation Orange County, dba Radiant Health Centers, as referenced in the Recommended Actions above.

 

 

 

SUMMARY:

 

Approval of the selection of and Contract with AIDS Services Foundation Orange County, dba Radiant Health Centers, for provision of Human Immunodeficiency Virus Pre-Exposure Prophylaxis Navigation Services will assist in preventing new Human Immunodeficiency Virus transmissions in Orange County by reducing barriers to Pre-Exposure Prophylaxis and increasing Pre-Exposure Prophylaxis access, uptake, and use for populations at high risk for Human Immunodeficiency Virus.

 

 

 

BACKGROUND INFORMATION:

 

The Health Care Agency (HCA) receives “Integrated HIV Programs for Health Departments to Support Ending the HIV Epidemic (EHE) in the United States” funding from the CDC through the California Department of Public Health. The primary goal of the EHE Initiative is to reduce the number of new HIV infections in the United States by 75 percent by 2025 and by 90 percent by 2030.  The EHE Initiative has four key strategies or pillars, of which, pillar three is focused on the prevention of new HIV transmission by using proven interventions, including Pre-Exposure Prophylaxis (PrEP).

 

PrEP is an effective HIV prevention strategy for people at risk for HIV when taken as prescribed. However, multiple barriers exist for populations at high risk for HIV to access PrEP. PrEP Navigation Services are intended for HIV negative individuals with indications for PrEP to reduce barriers to PrEP and increase access, uptake, and use among populations at high risk for HIV.

 

It is anticipated that 245 clients will be provided PrEP Navigation Services annually, which is approximately 1,225 Units of Service allow for 490 15 Minute Face-to-Face Contacts and 735 15 Minute Service Coordination Activities. Service Coordination Activities include any activity on behalf of the client to support the client with PrEP access and adherence, such as referral coordination, follow up with support service providers, etc.

 

The anticipated outcomes for PrEP Navigation Services are to increase PrEP coverage in Orange County by 10 percent from baseline annually for the following metrics:

Percentage of persons testing negative for HIV who are screened for PrEP eligibility.

Percentage of persons eligible for PrEP who are provided a PrEP referral, assisted with linkage to a PrEP provider, obtain a PrEP prescription, initiate PrEP, and who attend one or more PrEP follow-up sessions post PrEP initiation.

 

On February 10, 2022, HCA released a Request for Proposals (RFP) in the County's online bidding system to solicit proposals from qualified organizations to provide Mobile Unit and/or PrEP Navigation Services as follows:

 

Project A

HIV/Sexually Transmitted Disease (STD) Mobile Unit Testing, Care and Referral Services

Services intended to increase access to HIV and STD testing and care services for high-risk populations, to diagnose all people with HIV as early as possible, and to prevent new HIV transmission in Orange County.

 

Project B

PrEP Navigation Services

Services intended to prevent new HIV transmission in Orange County by reducing barriers to PrEP and increasing PrEP access, uptake, and use for populations at high risk for HIV.

 

Bidders could submit proposals for one or more services. HCA received one proposal for Project B, PrEP Navigation Services.  HCA did not receive any proposals for Project A.  Currently HCA is revising the RFP language for Project A and plans to issue a new solicitation for those services.

 

Pursuant to Contract Policy Manual Section 4.3.110, if only one proposal is received in response to an RFP, and after verifying that the minimum qualifications have been met, the standard evaluation process may be waived. The HIV Planning and Coordination Program Manager reviewed the sole proposal and recommended selection of AIDS Services Foundation Orange County, dba Radiant Health Centers (RHC) for Project B, PrEP Navigation Services.

 

HCA Staff have conducted due diligence on RHC. Reference Checks were satisfactory and completed with Special Service for Groups, Inc., Shanti Orange County, and Gay and Lesbian Community Service Center, dba LGBT Center OC. Orange County Preference Policy is not applicable to this Contract.

 

The proposed Contract with RHC provides for an amount not to exceed $750,000 for the term of September 1, 2022, through June 30, 2025, with an annual allocation of $250,000 for PrEP Navigation Services.

 

The Contract does not include subcontractors or pass through to other providers.  See Attachment B for Contract Summary Form.

 

HCA requests that the Board approve the selection of and Contract for PrEP Navigation Services with RHC as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Contract are included in Budget Control 042 FY 2022-23 Budget and will be included in the budgeting process for future years.

 

The proposed Contract includes provisions allowing HCA to terminate the Contract, reduce the level of services, and/or renegotiate the levels of services provided, as necessary. This includes a notice that allows HCA adequate time to transition or terminate services to clients, if necessary.
