RECOMMENDED ACTION(S):

Consistent with prior Board action, approve issuance of $2,000,000 grant to Abound Food Care, Inc., a member of the OC Hunger Alliance, from the County's allocation of American Rescue Plan Act (ARPA) funding for the purchase of food and water storage equipment to aid in the event of a disaster or emergency, upon receipt and approval by the County Executive Officer or designees of an emergency preparedness plan from Abound Food Care, Inc. |

Consistent with prior Board action, find per Government Code Section 26227 that the allocation of funds to Abound Food Care, Inc, a member of the OC Hunger Alliance, to provide food assistance to low income and socially vulnerable communities, which have been severely impacted by the COVID-19 pandemic, will serve a public purpose of the County of Orange and is deemed to be necessary to meet the needs of the population of the County, including, but not limited to, the areas of health, public safety, rehabilitation, welfare and education, and the needs of persons with disabilities, economically disadvantaged and older adults. |

Approve and authorize the OC Community Resources Director or designee to negotiate and enter into a Subrecipient Agreement with Abound Food Care, Inc for the Emergency Food and Water Storage Program for Emergency Preparedness, effective upon Agreement execution, through June 30, 2023, in a total not to exceed grant amount of $2,000,000. |
SUMMARY:
The allocation of $2 million in American Rescue Plan Act funding to Abound Food Care, Inc. will help with strategic planning for County emergency or disaster events by increasing the storage capacity for food and water.
BACKGROUND INFORMATION:
On September 28, 2021, the Board of Supervisors (Board) allocated $2 million in American Rescue Plan Act funding to the OC Hunger Alliance for the purchase of food and water storage equipment to aid in the event of a disaster or emergency, upon approval and receipt of an emergency preparedness plan from OC Hunger Alliance to the County Executive Officer or designee. The OC Hunger Alliance is a collaborative comprised of Abound Food Care, Inc (formerly Waste Not OC), Second Harvest Food Bank and Community Action Partnership of Orange County. The OC Hunger Alliance has designated Abound Food Care, Inc. as the entity to receive and utilize the grant funding for its assigned purpose. Board approval is requested to approve designation of Abound Food Care, Inc. as the grant recipient and direct the Auditor-Controller to distribute the grant funding.
As a result of COVID-19, emergency disaster preparedness, specifically food and water storage, has been identified as a County need. Proper storage of food and water is critical when considering emergency disaster preparedness. Food and water supplies are necessary in preparing for any disaster, but unfortunately, are not beneficial without appropriate storage. Adequate storage of food and water helps to preserve not only the quality, but also the nutritional value so that food waste is reduced, and cost is maintained. Abound Food Care, Inc. has provided OC Community Resources with a strategic emergency preparedness plan for increased storage capacity including refrigerators, freezers and other necessary equipment to help store food and water at strategic locations throughout the County.
FINANCIAL IMPACT:
Appropriations are included in the Orange County Community Resources Budget Control 012 FY 2021-22 Budget.
