RECOMMENDED
ACTION(S):
1. |
Approve the Five-Year Agreement with the
City of Stanton for law enforcement services for the period of July 1, 2023,
through June 30, 2028. |
2. |
Approve the FY 2023-24 charges for law
enforcement services to the City of Stanton in an amount not to exceed
$13,014,885. |
3. |
Delegate to the Sheriff-Coroner
authority to execute written amendments to the Five-Year Agreement that
increase or decrease the total FY 2023-24 cost of service by one percent or
less of $13,014,885, including adding, changing or reducing staff or
equipment, that do not materially change other provisions of the agreement. |
4. |
Delegate to the Sheriff-Coroner
authority to execute written amendments to this agreement to reduce the level
of service to be provided to Stanton. |
5. |
Authorize the Sheriff-Coroner to execute
amendments to the Operations Agreement, only if they pertain to the same
subject matter as the original Operations Agreement and do not, in the
aggregate, increase or decrease the total costs to the City of Stanton by
more than one percent. |

Delegate to the Sheriff-Coroner
authority to execute an amendment to this agreement to substitute the City of
Stanton's amended or new Traffic Violator Apprehension Program resolution, as
long as the amendment does not materially change any other provision of this
agreement. |

authority to execute an amendment to this agreement to reduce the level of
service, terminate the service or adjust the costs for the Traffic Violator

SUMMARY:
Approval of the Five-Year Agreement
with the City of Stanton will allow the Sheriff-Coroner Department to continue
to provide law enforcement services to maintain the safety and welfare of
residents of the City of Stanton.
BACKGROUND
INFORMATION:
The City of Stanton has been
contracting with the County of Orange (County) for the Sheriff-Coroner
Department (Sheriff) to provide law enforcement services since 1988. The table below notes when the Board of
Supervisors (Board) approved the most recent agreements, amendments and any
annual adjustment amount.

The total cost to the City of
Stanton for FY 2023-24 is $13,014,885, which includes regional/shared
staff. No changes to staffing from last
Fiscal Year have occurred.
Agreement costs include salaries,
wages, employee benefits, services and supplies, transportation expenses, as
well as division, department and County (County-Wide Cost Allocation Plan)
overhead. FY 2023-24 cost is -1.83 percent ($242,885) than the previous
agreement of $13,257,770. The decrease is due to Deputy salaries being
calculated in a weighted average of salaries instead of using the top salary
step.
The Body Worn Camera (BWC) program
is now included as part of the cost to contract cities. The Patrol Video System
(PVS) in car system is now integrated with the new BWC system as the In Car
Video (ICV).
This Agreement is submitted for approval
less than 30 days before its effective date due to an extended negotiation
period over the terms and conditions in the Amendment. The Stanton City Council
has approved this Amendment at its May 16, 2023, meeting.
FINANCIAL
IMPACT:
The City of Stanton is responsible
for 100 percent of the costs related to this Agreement. Appropriations and Revenue for this Agreement
are included in Budget Control 060, Sheriff-Coroner FY 2023-24 Budget.
