RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or Deputized designee to execute Amendment Number One to increase the hourly rate from $125 to $150, for Helicopter Maintenance Services, and to renew contract with Hangar One Avionics, Inc., for the period of October 8, 2024, through October 7, 2025, in an amount not to exceed $240,000, for a revised cumulative total contract amount not to exceed $840,000, renewable for one additional one-year term.

 

 

 

 

SUMMARY:

 

Approval of Amendment Number One to the Hangar One Avionics, Inc. contract will allow the Sheriff-Coroner Department's Aviation Support Unit to pay for helicopter maintenance services to ensure safe operation of its aircraft in support of law enforcement activities.

 

 

 

 

 

 

BACKGROUND INFORMATION:

 

The Sheriff-Coroner Department (Sheriff), through its Air Support Bureau, provides airborne law enforcement services through the use of three Airbus helicopters and two Bell helicopters.  In addition to regular patrol functions, the helicopters are used for firefighting support, search, and rescue operations in the Cleveland National Forest and off the Pacific Coast and marijuana eradication missions. The helicopters are also the lead airborne law enforcement resource for the County of Orange (County) in support of disaster relief and homeland security. The helicopters allow Sheriff to provide airborne support and assistance to areas within Sheriff's jurisdiction, plus other federal, state, county, and city entities during mutual aid situations, including transport of emergency personnel and handling official business in support of county goals and objectives. Sheriff’s helicopters participate in joint operations with the Orange County Fire Authority and provide contracted services to the California Department of Forestry and Fire Protection (also known as CAL FIRE), the U.S. Forest Service and the City of Santa Ana.

 

Due to an on-going shortage of helicopter mechanics, due to health issues, retirement or attrition, Sheriff's Air Support Bureau has the continued need of a helicopter maintenance service contract in order to remain operational.

 

In the summer of 2019, an Invitation for Bid was issued for the helicopter maintenance services. Two bids were received and evaluated. As a result of that bid, on October 8, 2021, original contract MA-060-22010517 with Hangar One Avionics, Inc. (Hangar One) was approved administratively by the Deputy Purchasing Agent pursuant to the delegated authority granted by the Board of Supervisors (Board) as reflected in the County's 2021 Contract Policy Manual, Section 3.3, in the amount of $600,000 for a term of October 8, 2021, through October 7, 2024.

 

The Sheriff is requesting Board approve Amendment Number One to renew the Hangar One contract for the helicopter maintenance service, as well as to increase the hourly rate from $125 to $150. as noted in the Recommended Action. This increase is due to rising labor costs. This contract does not include subcontractors or pass through to other providers.  See Attachment C for the Contract Summary. The Orange County Preference Policy is not applicable to this amendment.

 

Contractor performance has been confirmed as at least satisfactory. The Department has verified that there are no concerns that must be addressed with respect to Contractor's ownership/name, litigation status or conflicts with County interests.

 

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this contract are included in the Sheriff-Coroner's FY 2024-25 Budget for Budget Control 060 and will be included in the budgeting process in future years. The contract contains language allowing the Sheriff-Coroner Department to terminate the contract without penalty with cause or after 30 days of written notice without cause in the event that funding is reduced and/or not available to continue funding the contract.
