RECOMMENDED ACTION(S):

 

 

1.

Approve Amendment No. 5 to renew the Master Agreement with various providers for the provision of Recovery Residence Services, for the term of July 1, 2022, through June 30, 2023, for an amount not to exceed $1,500,000, for a revised aggregate total amount not to exceed $6,280,000.

 

2.

Approve renewal of the individual Contract with Clean Path Recovery, LLC, for the provision of Recovery Residence  Services, for the term of July 1, 2022, through June 30, 2023.

 

3.

Approve renewal of the individual Contract with Grandma's House of Hope, for the provision of Recovery Residence  Services, for the term of July 1, 2022, through June 30, 2023.

 

4.

Approve renewal of the individual Contract with Roque Center, Inc., for the provision of Recovery Residence  Services, for the term of July 1, 2022, through June 30, 2023.

 

5.

SUMMARY:

 

Approval of Amendment No. 5 to renew the Master Agreement with various providers for Recovery Residence Services will provide safe and drug-free housing options for individuals 18 years of age and older that have a substance use disorder.

 

 

 

 

BACKGROUND INFORMATION:

 

Your Honorable Board of Supervisors (Board) approved the Master Agreement with various providers for provision of Recovery Residence Services and the below additional actions have been executed pursuant to appropriate authorities. Providers under this Master Agreement are paid through fee-for-service contracts and draw down from an aggregate maximum obligation. Prior to contract expiration, the Health Care Agency (HCA) plans to issue a solicitation to continue services.

Scope of Service

Participants are referred from County contracted programs that need additional support to maintain their sobriety.  A recovery residence provides a supervised transitional housing option in a safe and drug-free environment. All recovery residence participants must be actively engaged in self-help support groups such as 12-step programs. All participants are subjected to random drug tests. As a condition of receiving recovery residence housing, residents are required to participate in outpatient treatment services. This combination provides structure and treatment, which in turn, has a positive impact on recidivism rates. There are a total of 127 beds available for this service.  For the last fiscal year of 2020-2021, 412 individuals were served.  There are currently 83 individuals receiving this service.

 

Performance Outcomes

Recovery residences are designed to help clients achieve sustained sobriety, stable housing and employment.  Recovery Residences are asked to capture these goals through the following outcomes:

Grandma’s House of Hope did not meet the expected outcomes as they faced many of the same complications that the rest of the field did during COVID-19/Public Health Emergency due to workforce and quarantining standards. This resulted in a low census for beds. The Contractors' performance has been confirmed as satisfactory.

 

HCA has verified there are no concerns that must be addressed with respect to Contractors’ ownership/name litigation status or conflicts with County interests.

 

The proposed Master Agreement does not include subcontractors or pass through to other providers. See Attachment G for Contract Summary Forms.

 

Orange County Preference Policy is not applicable to this contract award.

 

HCA only contracts for Recovery Residence Services with providers who meet the Orange County Adult Alcohol and Drug Sober Living Facilities Certification Guidelines and have been certified by the Orange County Sheriff’s Department (OCSD).

 

HCA has developed a Good Neighbor Policy that is included in Residential Program contracts wherein contractor provides services to County residents and the services may have a potential impact on the surrounding neighborhood(s) including but not limited to environment, safety, and congregation. HCA has not received any negative feedback from the community and will continue to work with the contractor(s) and the community to ensure positive community relations.

HCA requests the authority to add new providers or locations without returning to the Board for approval as referenced in the Recommended Actions. Returning to the Board for approval of new providers may result in a delay that would compromise critical bed availability. The ability to add new, qualified providers is time sensitive due to the instability and needs of the at-risk population served under the Master Agreement.

 

HCA requests that the Board approve Amendment No. 5 to the Master Agreement and renewal Amendments with the individual providers for the provision of Recovery Residence Services.

 

 

FINANCIAL IMPACT:

 

Appropriations for this Contract will be included in Budget Control 042 FY 2022-23 Budget.

 

The proposed Master Agreement includes provisions allowing HCA to terminate the Master Agreement, reduce the level of services, and/or renegotiate the levels of services provided, as necessary. This includes a notice that allows HCA adequate time to transition or terminate services to clients, if necessary.
