SUMMARY:
Approval of Amendment No. 4 to renew the Contract with Waymakers for provision of Full Service Partnership Wraparound Services for Youthful Offenders will provide continued family-focused, client-centered services where individualized service plans are developed to address various areas of the client’s life to improve functioning.
BACKGROUND INFORMATION:
Your Honorable Board of Supervisors (Board) approved the Contract with Waymakers for provision of Full Service Partnership Wraparound (FSP/WRAP) Services for Youthful Offenders. The proposed renewal Amendment represents the second one-year renewal term of July 1, 2022, through June 30, 2023. Prior to the contract expiration, the department plans to issue a solicitation to continue services. The Orange County Preference Policy is not applicable to this contract as the provider is a not-for-profit organization.

Scope of Services
Waymakers Youthful Offender (YOW) Full Service Partnership Wraparound program was developed to serve children and transitional age youth residing in Orange County with current or past juvenile justice involvement, who are experiencing a Serious Emotional Disturbance or Serious Mental Illness. The goal of the YOW program is to effectively transition clients to lower levels of care by reintegrating them with supports and services in their community. FSP/WRAP programs are family-focused, client-centered programs where individualized, client-driven service plans are developed. YOW employs the FSP “whatever it takes” approach to provide intensive field based behavioral health services that include case management, individual/family/group therapy, medication support, peer support, housing coordination as well as education and employment support and guidance. In support of the “whatever it takes” approach, YOW utilizes funding to support the clients through targeted assistance related to, but not limited to, basic living expenses, housing, employment, specialty treatments and transportation.
YOW focuses on supporting youth to maintain the positive changes made and skills gained while receiving rehabilitative services in custody and upon reintegrating the youth into the community after release from Juvenile Hall. Eligible youth are primarily referred to YOW by the Orange County Probation Department and the Collaborative Court programs. Through the use of a multi-disciplinary team comprised of clinicians, service coordinators, career and education specialists, youth/peer mentors, wellness and recovery coordinators, and in collaboration with Probation Officers, YOW works with youth and their families to promote recovery, encourage empowerment, facilitate community integration and enhance resilience in the youth and their families.
Performance Outcomes
Performance outcomes for YOW are measured by state mandated outcome measures. YOW evaluated changes on outcomes related to days homeless, days psychiatrically hospitalized and days incarcerated by comparing functioning in the 12 months prior to enrolling in the FSP to function during the fiscal year being evaluated.
YOW, demonstrated a decrease in all areas for FY 2020-21. Of note, YOW demonstrated an increase in percent for both reduction in days homeless, and reduction in days psychiatrically hospitalized compared to the prior fiscal year. This was due to a higher number of pre-enrollment days homeless and hospitalized. Reduction in days incarcerated percentage, while still showing a decrease, was below what the program experienced the prior fiscal year.

This contract includes subcontractors. See Attachment B for information regarding subcontractors and Contract Summary Form.
The Contractor's performance has been confirmed as satisfactory. HCA has verified there are no concerns that must be addressed with respect to Contractor's ownership/name, litigation status or conflicts with County interests.
HCA requests the Board approve Amendment No. 4 with Waymakers for provision of Full Service Partnership/Wraparound Services for Youthful Offenders as, referenced in the Recommended Actions.
FINANCIAL IMPACT:
Appropriations for this Amendment will be included in Budget Control 042 FY 2022-23 Budget.
The proposed Contract includes provisions allowing HCA to terminate the Contract, reduce the level of services, and/or renegotiate the levels of services provided, as necessary. This includes a notice that allows HCA adequate time to transition or terminate services to clients, if necessary.
