SUMMARY:
Approval of the Contract with CSU
Fullerton Auxiliary Service Corporation to conduct a State required Proposition
99 Public Opinion Survey in specific Orange County communities will provide key
insights and actionable guidance to drive Tobacco Use Prevention Program
efforts to reduce health impacts of exposure to secondhand smoke and tobacco
product waste.
BACKGROUND
INFORMATION:
The Health Care Agency’s (HCA)
Tobacco Use Prevention Program (TUPP) is the Local Lead Agency for tobacco
control in Orange County. TUPP receives funding from the California Tobacco
Control Program, through Proposition 99 and Proposition 56. TUPP has developed
a comprehensive tobacco control plan for Orange County. This plan includes
allocating resources, including public opinion surveys, to help reduce tobacco
disparities in Orange County, such as reducing secondhand smoke exposure and
tobacco product waste.
TUPP will target three
jurisdictions, which include Cypress, Garden Grove, and Westminster - to reduce
secondhand smoke exposure at parks and other outdoor recreational areas through
environmental change strategies. TUPP will be collecting data about community
knowledge, attitudes, and perceptions in the three targeted jurisdictions
regarding secondhand smoke exposure and tobacco product waste. The public
opinion survey, under the proposed contract, will allow TUPP to gather
information to inform project planning and implement effective strategies
specific to each jurisdiction.
Scope
of Services
A sampling of 382 surveys, to
adults ages 18 and older, will be completed throughout each of the targeted
jurisdictions of Cypress, Garden Grove and Westminster, for a total of 1,146
surveys. Sample size calculations were based on city adult populations and
estimated prevalence levels with a 95 percent confidence level, or 5 percent
margin of error. These three jurisdictions were selected for targeting in 2022
because they showed significant disparities in tobacco-related behaviors,
health outcomes and environments, while also lacking both significant tobacco
control policies and the operational presence of tobacco control partners as
noted in the California Health Interview Survey, Web-Interface 2017-18. Results
of this survey showed all three jurisdictions had higher adult smoking
prevalence rates (9.5 percent to 10.1 percent) than that observed countywide
(9.1 percent). Furthermore, these jurisdictions demonstrated chronic
obstructive pulmonary disease death rates of 34.6 to 38.2 per 100,000 which was
higher than the Orange County average of 24.6 per 100,000 according to the
Orange County Healthier Together, Web-Interface 2015-2017, suggesting residents
in these communities suffered significant downstream health effects from
smoking. Furthermore, 86 percent of Cypress residents, 68 percent of
Westminster residents and 44 percent of Garden Grove residents live within a 10
minute walk to a park, making it important to focus on parks and their impact
on residents’ health given the proximity of parks and their potential use by
residents for outdoor recreational activities.
TUPP’s public opinion survey shall
be administered to maximize representation of key demographic groups. This
information will help guide TUPP’s efforts to address secondhand smoke exposure
and tobacco product waste more effectively in parks and outdoor recreational
areas in Cypress, Garden Grove and Westminster. The data analysis and results
will be used in educational presentations to residents, city staff and other
key stakeholders in each jurisdiction to show the category and degree of
challenges, identify priorities and provide intentional strategies to address identified
issues. Surveys shall be conducted in English, Vietnamese, Spanish and Korean,
based on the individual’s stated language preference. The County’s
1-866-NEW-LUNG cessation helpline will also be promoted in the survey
questionnaire to the 1,146 survey respondents to expand awareness of the
availability of free smoking and vaping cessation services in Orange County.

The proposed Contract is a Sole
Source Contract. CSU Fullerton ASC is the only vendor capable of conducting
this survey due to their prior experience in implementing telephone-based
public opinion surveys in Orange County to support public health projects. CSU
Fullerton ASC has access to telephone databases not available to the TUPP.
Current approved County vendors that were provided the opportunity to submit a
proposal to conduct this survey chose not to do so or did not have the
qualifications needed to implement the services as required. CSU Fullerton ASC
possesses the language capabilities needed to successfully conduct the scope of
work for the threshold languages identified which HCA TUPP staff cannot
directly implement independently. Additionally, this vendor has the capacity
and infrastructure needed for the large scope of the project collecting a
representative sample of sufficient size for each jurisdiction in the needed
languages and within the State’s required timeline.
This Contract contains a mutual
indemnification provision, which varies from the County standard of sole
indemnification. CEO/Risk Management has approved the indemnification
provision, and determined the risk to be acceptable for these services. See
Attachment C for Risk Assessment Form.
HCA has verified there are no
concerns that must be addressed with respect to Contractor's ownership/name,
litigation status or conflicts with County interests. The Orange County
Preference Policy is not applicable to this contract award.
This Contract does not currently
include subcontractors or pass through to other providers. See Attachment B for
Contract Summary Form.
HCA requests that your Honorable
Board approve the Contract with CSU Fullerton ASC as referenced in the
Recommended Actions.
FINANCIAL
IMPACT:
Appropriations for the Contract is
included are Budget Control 042 FY 2023-24 Budget.
Should services need to be reduced or
terminated due to lack of funding, the Contracts contains language that allows
HCA to give 30 days' notice to either terminate or renegotiate the level of
services to be provided. The notice will allow HCA adequate time to transition
or terminate services to clients, if necessary.
