SUMMARY:
Approval of
Amendment No. 3 to extend the Contract with Working Wardrobes for a New Start
for Veteran Behavioral Health Peer Support Services will provide peer-based
supportive services to veterans, military-connected individuals, and their
family members and address barriers encountered when accessing behavioral
health services.
BACKGROUND
INFORMATION:
On
May 21, 2019, your Honorable Board of Supervisors (Board) approved the Contract
with Working Wardrobes for a New Start (Working Wardrobes) for the provision of
Veteran Behavioral Health Peer Support Services (VBHPSS), and the below
additional actions have been executed pursuant to delegated authority. The Orange County Preference Policy is not
applicable to this Amendment.

The services are being extended for
one-year to allow development and implementation of a transition plan prior to
the conclusion of services.
VBHPSS Peer Navigators are military
experienced veterans who work within the county operated OC4Vets program to
coordinate a continuum of behavioral health interventions. The VBHPSS Peer
Navigators conduct community outreach to identify and engage unserved veterans
throughout Orange County, utilize their shared knowledge of military culture
and experience to build the rapport needed to engage veterans and their family
members and once engaged, they link participants to behavioral health services
provided by OC4Vets or to other needed services provided by community veteran
service providers. Although many veterans are eligible for services through the
Veterans Affairs Administration (VA), they may choose a non-VA provider such as
VBHPSS and OC4Vets due to the stigma of having behavioral health services
attached to their service records.
The administrative office is located in
Santa Ana; however, services are provided throughout Orange County. VBHPSS
program participants can self-refer or be referred by providers, family, and
community members. Services are provided by five Peer Navigators who conduct
street outreach, screenings, and peer navigation sessions.
HCA requests that the Board approve
Amendment No. 3 to extend the Contract for the provision of Veteran Behavioral
Health Peer Support Services with Working Wardrobes, as referenced in the
Recommended Actions.
Performance
Outcomes
The program will conduct outreach to 1,500
individuals and will provide a minimum of 1,200 peer sessions, 300 housing
navigation sessions and 300 employment assistance sessions. Performance
outcomes for the proposed Amendment will be consistent with current year goals
and measured by data collected over time.

The provider is meeting or close to
meeting performance outcome measures and contracted units of service for
individuals served. The number of individuals with reduced barriers to
behavioral health and supportive services was slightly under the contracted
goal. This is due to fewer individuals
self-reporting the services they received. HCA continues to work with the
provider to improve tracking for this outcome. Examples of how the provider has
successfully helped reduced barriers to services for participants include using
flexible funds for interim housing, education costs, vehicle repairs and
transportation assistance such as rides and bus passes. In FY 2021-22 and FY
2022-23, the number of participants who are employed exceeded the contracted
goal indicating a renewed interest in obtaining employment. The exceeded
objective for confirmed linkage outcome data indicates the prioritized need for
behavioral health and supportive services and that barriers are being addressed
as demonstrated by the percentage of successful linkages being made.
The Contractor's performance has been
confirmed as satisfactory. HCA has verified there are no concerns that must be
addressed with respect to Contractor's ownership/names, litigation status or
conflicts with County interests.
This Contract does not include
subcontractors. See Attachment B for Contract Summary Form.
FINANCIAL IMPACT:
Appropriations for
this Amendment will be included in the Budget Control 042 FY 2024-25 Budget.
As a result of Proposition 1, the Mental
Health Services Act will be repealed and replaced with the Behavioral Health
Services Act (BHSA), effective July 1, 2026. Proposition 1 requires a BHSA
Integrated Plan be developed in accordance with newly enacted statute and
Department of Health Care Services guidelines. Existing MHSA component programs
may not meet the criteria for continuance under the BHSA guidelines. Should the
Early Intervention Services for Older Adults be included in the BHSA Integrated
Plan, the scope of work will be updated to align with newly outlined
requirements. Funding for this contract term has been reduced from prior
contract based on reduction in MHSA funding.
The proposed Contract includes provisions
allowing HCA to terminate the Contract, reduce the level of services, and/or
renegotiate the levels of services provided, as necessary. This includes a
notice that allows HCA adequate time to transition or terminate services to
clients, if necessary.
