RECOMMENDED ACTION(S):

Authorize the District Attorney to accept the donation of one 2018 truck with an estimated value of $11,000 from Progressive Insurance to support efforts to minimize vehicle theft within the County of Orange. |

SUMMARY:
Approval of the donation of the 2018 truck from Progressive Insurance will assist the Orange County Auto Theft Task Force in identifying individuals or rings involved in vehicle theft.
BACKGROUND INFORMATION:
The Orange County Auto Theft Task Force (OCATT) is a functioning multi-jurisdictional law enforcement program that has been operational since 1993. OCATT is coordinated through the Orange County District Attorney’s Office (OCDA) under the management of a California Highway Patrol (CHP) Lieutenant, CHP Sergeant and Orange County Sheriff Department (OCSD) Sergeant. The task force is comprised of law enforcement personnel from the following: CHP, OCSD, La Habra Police Department, Brea Police Department, Department of Motor Vehicles, OCDA and National Insurance Crime Bureau.
The OCDA assigns a full time deputy district attorney, crime analyst, attorney clerk, and accountant to OCATT.
The primary mission of OCATT is to reduce the incidence of vehicle theft while increasing the apprehension of the professional vehicle thief. OCATT accomplishes its mission through proactive investigative methods, providing vehicle theft training to allied agencies, and educating the public in vehicle theft prevention. OCATT has been highly successful in combating vehicle theft and vehicle fraud over the past years within Orange County. OCATT has received several vehicle theft awards for their success in vehicle theft investigations.
According to the California Highway Patrol, the statewide vehicle theft coordinator, 9,480 vehicle thefts occurred in Orange County in 2020.

In the last five years, OCATT has been directly responsible for 397 arrests and the recovery of 1,248 vehicles valued at $20,168,962. In addition, OCATT assisted allied agencies in making 257 more arrests and recovered 241 more vehicles valued at $4,252,894.
OCATT investigators will utilize the donated truck in their efforts to identify auto thieves and auto theft rings attempting to do business in the Orange County area. The overall goal will be to prosecute those suspects identified and to reduce vehicle theft in Orange County.
The proposed donation of the truck has an estimated value of $11,000 including tax and license. The District Attorney requests that the Board of Supervisors accept the donation to support efforts to reduce and prevent vehicle thefts and requests that the Auditor-Controller include the truck in the Fixed Asset Inventory for the District Attorney, Budget Control 026 as referenced in the Recommended Action.
FINANCIAL IMPACT:
The donation from Progressive Insurance is at no cost to the County. Funding for ongoing maintenance costs will be absorbed within the existing FY 2021-22 Budget for Budget Control 026, District Attorney and will be included in the budgeting process in future years.
