Approve the selection of and Contract
with Orange County Asian and Pacific Islander Community Alliance, Inc. for
provision of Adult Vietnamese Speaking Full Service Partnership Services for
the term July 1, 2023, through June 30, 2026, for an amount not to exceed
$10,293,119, renewable for one additional two-year term. |

Section 3.4-114, authorize the County Procurement Officer or Deputized
designee to exercise a contingency contract cost increase, not to exceed a
total of 10 percent of the Contract amount for the first year of the Contract,
for the entire term of the Contract, including renewals, and within the scope
of work set forth in the Contract. The use of this contingency contract cost
increase is subject to approval requirements established by the County
Procurement Officer. |

SUMMARY:
Approval of the selection of and Contract
with Orange County Asian and Pacific Islander Community Alliance, Inc. for
provision of Adult Vietnamese Speaking Full Service Partnership Services will
provide mental health services for Vietnamese adults and older adults who have
serious mental illness and/or co-occurring disorder.
BACKGROUND
INFORMATION:
On October 6, 2022, the Health Care
Agency (HCA) released a Request for Proposal (RFP) in the County’s online
bidding system to solicit proposals from qualified providers to provide Special
Population Full Service Partnership (FSP) Services which consisted of three
service areas: Vietnamese Speaking FSP Services, Spanish Speaking FSP Services
and Veteran FSP Services. The RFP included the County's intent to award one
contract per service area to the qualified proponent whose proposal was
determined to be the most responsive to the requirements of the RFP. HCA
received one proposal for Vietnamese Speaking FSP Services by the deadline of
November 3, 2022. HCA evaluated the proposal for Vietnamese Speaking FSP
Services and recommended award of Contract to Orange County Asian and Pacific
Islander Community Alliance, Inc. (OCAPICA). OCAPICA has been a collaborative
partner in successfully developing the Children and Transitional Age Youth
FSP/Wraparound Services and meeting the needs of the community. HCA released a
new solicitation for Spanish Speaking FSP Services and Veteran FSP Services and
is currently in process.
HCA has completed successful
negotiations and recommends awarding the contract to OCAPICA. HCA staff have
conducted due diligence on the vendor. Reference checks were satisfactory and
completed with the University of California, Irvine, St. Joseph Community
Partnership and Asian Americans Advancing Justice Southern California. The
Orange County Preference Policy is not applicable to this Contract award.
Scope
of Services
FSPs provide community/field-based
services that include intensive case management, crisis intervention, housing
support, transportation, medication support, individual, family and group
therapy, co-occurring services, vocational and educational support, linkage to
financial benefits/entitlements, family and peer support, supportive
socialization and development of meaningful community roles. FSPs employ a
“whatever it takes” approach to help clients achieve their goals on their path
to recovery and wellness. In support of the “whatever it takes” approach,
FSPs support client’s participation in and engagement with mental health
services through targeted funding for items such as food, clothing, housing,
transportation and vocational/educational expenses.
The Vietnamese Speaking FSP will
serve an average daily volume of 100 Vietnamese speaking adults, ages 18 and
over, throughout Orange County who are living with a serious mental illness and
may have co-occurring substance use disorders and are unserved or underserved,
have not successfully engaged in traditional mental health services, are
involved with the criminal justice system and/or are experiencing homelessness
or at risk of experiencing homelessness. The program will utilize culturally
adapted evidence-based practices including trauma-informed care, family
psychoeducation and illness management and recovery. Services will integrate
clients’ and families’ cultural values, beliefs and practices and incorporate
cultural approaches including alternative medical treatment and spiritual/faith
practices as well cultural strengths including community and collectivism. The
program will help increase access for the underserved Vietnamese population and
ensure quality care through culturally and linguistically appropriate
services. Referrals will come from the community and through program
outreach efforts. The program will work with their longstanding referral
network that includes hospitals, schools and school districts, county and contracted
outpatient clinics, primary care physicians, places of worship, higher
educational institutions and community agencies. The program will also promote
services to the Vietnamese Community by participating in community fairs and
events, contacting providers, providing psychoeducational presentations in the
community, using Vietnamese media and outreaching at frequently visited places
including TET festivals, library, County
Community Service Center and health clinics.
Performance
Outcomes
The program will use state-mandated
data fields to evaluate its effectiveness. Program targets, newly established
in 2022, are that at least 80 percent of FSP members served will remain safely
in the community and do not require psychiatric hospitalization, remain out of
custody, are not arrested and/or remain in shelter/housing (i.e., do not
experience unsheltered homelessness).
HCA requests that that Board
authorize, pursuant to Contract Policy Manual Section 3.4-114, the County
Procurement Officer or Deputized designee, to exercise a contingency contract
cost increase in an amount not to exceed 10 percent of the contract amount for
the first year of the contract, for the entire term of the Contract, including
renewals, and within the scope of work set forth in the contract. The
contingency provision would be exercised in the event there is an increase in
the projected services needed for the clients being served. The use of this
contingency contract cost increase is subject to approval requirements established
by the County Procurement Officer.
The Contract does not include
subcontracts or pass through to other providers. See Attachment B for Contract
Summary Form.
HCA requests the Board approve the
Contract with OCAPICA for provision of Adult Vietnamese Speaking Full Service
Partnership Services as referenced in the Recommended Actions.
FINANCIAL
IMPACT:
Appropriations for this Contract
will be included in Budget Control 042 FY 2023-24 Budget and will be included
in the budgeting process for future years.
The proposed Contract includes provisions
allowing HCA to terminate the Contract, reduce the level of services, and/or
renegotiate the levels of services provided, as necessary. This includes a
notice that allows HCA adequate time to transition or terminate service to
clients, if necessary.
