RECOMMENDED ACTION(S):

 

 

1.

Approve Amendment No. 3 to renew the contract with Seneca Family of Agencies for provision of Wraparound Behavioral Health Outpatient Services in an amount not to exceed $537,325 for the term July 1, 2022, through June 30, 2023.

 

2.

Approve Amendment No. 3 to renew the contract with South Coast Children’s Society, Inc. dba South Coast Community Services for provision of Wraparound Behavioral Health Outpatient Services in an amount not to exceed $511,360 for the term July 1, 2022, through June 30, 2023.

 

3.

Approve Amendment No. 4 to renew the contract with Olive Crest for provision of Wraparound Behavioral Health Outpatient Services in an amount not to exceed $355,000 for the term July 1, 2022, through June 30, 2023.

 

4.

Approve Amendment No. 4 to renew the contract with New Alternatives, Inc. for provision of Wraparound Behavioral Health Outpatient Services in an amount not to exceed $310,000 for the term July 1, 2022, through June 30, 2023.

 

5.

Authorize the County Procurement Officer or Deputized designee to execute Amendments No. 3 and No. 4 to renew the Contracts with Seneca Family of Agencies, South Coast Children’s Society, Inc. dba South Coast Community Services, Olive Crest and New Alternatives, Inc., in an aggregate amount not to exceed $2,000,000 for the term July 1, 2022, through June 30, 2023, for a revised cumulative total aggregate amount not to exceed $9,500,000 as referenced in the Recommended Actions above.

 

 

 

 

SUMMARY:

 

Renewing and amending the individual Contracts with Seneca Family of Agencies, New Alternatives, Inc., Olive Crest and South Coast Children’s Society, Inc. dba South Coast Community Services will continue to provide Medi-Cal billable Wraparound Behavioral Health Outpatient Services for youth who are at immediate risk of being placed in a residential treatment home or juvenile correctional facility.

 

 

 

BACKGROUND INFORMATION:

 

On June 5, 2018, your Honorable Board of Supervisors (Board) approved the Master Agreement for the provision of Wraparound Behavioral Health Outpatient Services in an aggregate amount, not to exceed $5.5 million, for the term July 1, 2018, through June 30, 2021. On April 27, 2021, the Board approved a renewal of the Master Agreement for one year in an aggregate amount not to exceed $2 million for the term July 1, 2021, through June 30, 2022, for a revised cumulative total aggregate amount not to exceed $7.5 million. Prior to contract expiration, Social Services Agency (SSA) plans to issue a solicitation to continue services.

 

The Health Care Agency (HCA) currently contracts with four providers for the provision of Wraparound Behavioral Health Outpatient Services within the SSA Wraparound Orange County Program (Wraparound): New Alternatives, Inc., Olive Crest, Seneca Family of Agencies, and South Coast Children's Society, Inc. dba South Coast Community Services. The Wraparound Program is designed to meet the requirements of Senate Bill 163 that mandates the development and implementation of Wraparound services for youth who are at immediate risk for being placed in a residential treatment home or juvenile correctional facility.

Scope of Services

The Wraparound Program's goal is to provide Medi-Cal eligible clients personalized supportive services through a family centered process that allows youth to successfully remain in a home setting Services are accessed by SSA, HCA or Probation Department referring to SSA Wraparound. Services provided include assessment, crisis intervention, intensive care coordination, case management, rehabilitation, and intensive home-based services.

 

HCA is bringing proposed Amendments No. 3 and No. 4 to renew the individual contracts with the four providers for one additional year (HCA is bringing amendments to the individual contracts rather than the Master Agreement as HCA does not anticipate executing additional contracts with other providers under the Master Agreement). The proposed amendments will allow services to continue in an aggregate amount not to exceed $2 million through June 30, 2023, for a revised cumulative total aggregate amount not to exceed $9.5 million.

 

Performance Outcomes

The anticipated outcomes for Wraparound Behavioral Health Outpatient Services is to enable youth, who would otherwise be placed in a residential treatment home or juvenile correction facility, to safely reside in family settings. Outcomes are measured by the number of youth who have successfully stabilized in a family setting at the time of their graduation from the program.

 

The following data represents the number of youth who successfully graduated from the program in a home setting. Closure in-home means youth living in a family setting at closure, which equates to a successful discharge from the program.

Each Contractor’s performance has been confirmed as satisfactory. HCA has verified there are no concerns that must be addressed with respect to Contractors' ownership/name, litigation status or conflicts with County interests.

 

The proposed Amendment with Seneca Family of Agencies for Wraparound Behavioral Health Outpatient Services has a subcontractor. The proposed Amendments with New Alternatives, Inc., Olive Crest and South Coast Children’s Society, Inc. dba South Coast Community Services do not currently include subcontractors or pass through to other providers. See Attachment E for information regarding subcontractors and Contract Summary Form.

 

HCA requests that the Board approve Amendments No. 3 and No. 4 with Seneca Family of Agencies, South Coast Children’s Society, Inc. dba South Coast Community Services, Olive Crest and New Alternatives, Inc., to renew the Contracts for provision of Wraparound Behavioral Health Outpatient Services, in an aggregate amount not to exceed $2 million for the term July 1, 2022, through June 30, 2023, for a revised cumulative total aggregate amount not to exceed $9.5 million as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for these Contracts will be included in Budget Control 042 FY 2022-23 Budget.

Fees/Other: 87% (Federal Financial Participation Medi-Cal and Wraparound Trust Funds, and Match from Social Services Agency)

State: 13% (Mental Health Realignment - Early, Periodic, Screening, Diagnostic and Treatment)

 

The proposed Contracts include provisions allowing HCA to terminate the Contracts, reduce the level of services, and/or renegotiate the levels of services provided, as necessary. This includes a notice that allows HCA adequate time to transition or terminate services to clients, if necessary.
