for three additional one-year terms. |

Contract Policy Manual Section 3.4-114, authorize the County Procurement
Officer or Deputized designee to exercise a contingency contract increase,
not to exceed a total of 10 percent of the Contract amount for the first year
of the Contract, for the entire term of the Contract, including renewals, and
within the scope of work set forth in the Contract. The use of this
contingency contract increase is subject to approval requirements established
by the County Procurement Officer. |

SUMMARY:
Approval of the selection of and
Contract with National Council on Alcoholism and Drug Dependence Orange County
dba Partners4Wellness, for provision of Mental Health and Well-being services
for Transitional Age Youth in Orange County will increase outreach, education
and awareness for mental health topics and resources to decrease stigma and
promote help seeking behaviors.
BACKGROUND
INFORMATION:
On January 28, 2020, your Honorable
Board of Supervisors (Board) approved the current Contract with National
Council on Alcoholism and Drug Dependence Orange County dba Partners4Wellness
(Partners4Wellness) for Transition Age Youth (TAY) and Young Adults mental
health prevention services for ages 16-24. The current Contract with
Partners4Wellness provided community networking services for TAY and was part
of the TAY mental health services project that also included a contract for
outreach services that is currently being provided by Laguna Playhouse, and
educational activities for TAY that is currently being provided by National
Alliance for Mental Illness (NAMI) Orange County. These three contracts will be
expiring on June 30, 2024. The below actions have been executed pursuant to the
appropriate authorities (See Table 1).

On November 16, 2023, the Health
Care Agency (HCA) released a Request for Proposal (RFP) in the County's online
bidding system to solicit proposals from qualified providers for the provision
of Mental Health and Well-Being for TAY. The RFP included the County's intent
to award one contract to a qualified provider whose proposal was determined to
be the most responsive to the requirements of the RFP. The RFP requested
proposals that consolidated all three service components currently being
provided separately, as noted above, to be managed by a single agency. HCA
received three proposals by the deadline of December 8, 2023. HCA used an
evaluation panel of three members to evaluate the proposals submitted by
Advance OC, NAMI and Partners4Wellness and recommends award of Contract to
Partners4Wellness. There were no protests received for this RFP.
Proposal
Evaluation Process
The evaluation panel, consisting of
three members, including one from HCA and two from the community, was recruited
to evaluate each of the proposals received. The evaluation panel members
independently rated the proposals using the following criteria and possible
maximum points (see Table 2):

The evaluation panel deemed the
proposal submitted by Partners4Wellness to be the most qualified based on their
experience and services to be provided (see Attachment C). The Orange County
Preference Policy is not applicable to this Contract award. HCA staff have
conducted due diligence on Partners4Wellness. Reference checks were
satisfactory and completed with with Cypress College, University of California,
Irvine and Boys & Girls Clubs of Central Orange Coast.
Scope
of Services
The proposed contract for TAY Mental
Health and Well-Being Services with Partners4Wellness will be
prevention-focused to support TAY mental health and well-being and build
protective factors and address risk factors related to the development of
behavioral health conditions. Services will be designed to promote mental
health and wellness, increase connectedness, improve resilience, reduce stigma
related to behavioral health conditions, raise awareness regarding behavioral
health topics, and provide available resources to improve help-seeking
behaviors among TAY individuals, especially those who may be unserved,
underserved or vulnerable, at-risk and/or who may be hard-to-reach.
To achieve this, the services will include
outreach and networking activities including coalition building, youth-focused
socialization activities, community educational events, skills building
workshops and resource fairs to raise awareness, and social media promotion
including public service announcements and campaigns. Community education and
skills building will focus on a wide array of topics impacting TAY and young
adults, including mental health and wellness, managing anxiety, depression,
stress, identifying warning signs and symptoms of suicide, coping mechanisms,
trauma, suicide prevention, substance use prevention, and navigation of
community resources.
To allow services to reach deeper within
the TAY communities, Partners4Wellness will expand its active collaborations
with Orange County colleges, universities, trade schools and community-based
organizations serving TAY and young adults and TAY allies via Connect-OC, a
peer-based countywide coalition and a dedicated website that was established in
2020. Partner4Wellness’s administrative office is located in Irvine and
services are held throughout communities in Orange County.

Outcomes
The primary deliverables will be the
quantity and type of events and outreach activities and numbers of participants
impacted through outreach activities, community events, educational
events/forums, newsletters, types and tracking of social media, digital
marketing and website views and visits and collaborative coalition meetings.

Program
performance outcomes for the proposed Contract will be collected through
post-surveys, which will capture data around knowledge, attitudes and behaviors
relating to mental health. At least 80 percent of surveyed participants will
report an understanding of basic mental health concepts, awareness of how to
find available mental health resources, positive perceptions relating to mental
health, and willingness to actively engage others in supportive/positive
conversations about mental health and wellness.

HCA requests that the Board authorize,
pursuant to Contract Policy Manual Section 3.4-114, the County Procurement
Officer or Deputized designee to exercise a contingency contract cost increase
in an amount not to exceed 10 percent of the contract amount for the first year
of the contract, for the entire term of the Contract, including renewals, and
within the scope of work set forth in the contract. The contingency provision
would be exercised in the event there is an increase in the projected services
needed for the clients being served. The use of this contingency contract cost
increase is subject to approval requirements established by the County
Procurement Officer.
This Contract includes subcontractors. See
Attachment B for Contract Summary Form.
HCA requests that the Board approve the
selection of and Contract with Partners4Wellness for the provision of Mental
Health and Well-Being for Transitional Age Youth, as referenced in the
Recommended Actions.
FINANCIAL
IMPACT:
Appropriations for this Contract
will be included in the Budget Control 042 FY 2024-25 Budget and will be
included in the budgeting process for future years.
The proposed Contract includes provisions
allowing HCA to terminate the Contract, reduce the level of services, and/or
renegotiate the levels of services provided, as necessary. This includes a
notice that allows HCA adequate time to transition or terminate services to
clients, if necessary.
