SUMMARY:
Approving the Orange County Traffic
Committee Report and adopting a Resolution to establish a speed limit on
Flintridge Avenue between Sienna Parkway and Tisbury Way will improve
pedestrian and traffic safety.
BACKGROUND
INFORMATION:
At the January 16, 2025, Orange County
Traffic Committee (Committee) meeting, the following item was agendized and
discussed:

Currently, Flintridge Avenue between
Sienna Parkway and Tisbury Way has no posted speed limit; therefore, the
statutory speed limit of 55 miles per hour (mph) applies to this roadway
pursuant to California Vehicle Code (CVC) Section 22349(b).
California Manual on Uniform Traffic
Control Devices (CA MUTCD) and CVC Section 22358.6(a) allow a prima facie speed
limit to be established at the nearest 5 mph increment of the 85 percentile
free-flowing traffic speed based on the Engineering and Traffic Survey (Survey).
Also, CVC Section 22358.5 permits the option of further reducing the speed
limit by 5 mph based on highway traffic and roadside condition not readily
apparent to the driver. Posting a speed limit based on a Survey would allow for
California Highway Patrol enforcement using radar and/or lidar detection.
OC Public Works Traffic Engineering
conducted a Survey in compliance with the current CVC requirements on
Flintridge Avenue from Tisbury Road to Sienna Parkway. The speed survey result
shows a measured 85 percentile speed of 36 mph. The nearest 5 mph increment of
85 percentile is 35 mph along the study segment of Flintridge. However, due to
existing conditions, collision history and bicycle activity, OC Public Works
Traffic Engineering recommends the prima face speed limit set to be 30 mph,
applying the 5 mph reduction.
The Committee recommended establishment of
a 30 mph speed limit, which will result in the installation of speed limit
signs along Flintridge Avenue between Sienna Parkway and Tisbury Way. The
Committee unanimously approved the recommendation.
Compliance
with CEQA: The
proposed project is Categorically Exempt (Class 1) from the provisions of CEQA
pursuant to CEQA Guidelines Section 15301, because it consists of operation,
maintenance and minor alteration of existing public facilities (streets),
involving negligible or no expansion of existing use.
FINANCIAL
IMPACT:
Applications for the costs
associated with installation of speed limit signs on Flintridge Avenue are
included in Fund 115, OC Road, FY 2024-25 Budget.
