SUMMARY:
Approval of the
individual Amendments for the provision of Recovery Residence Services will
maintain access for Orange County adults seeking recovery residence services.
BACKGROUND
INFORMATION:
On May 9, 2023, your
Honorable Board of Supervisors (Board) approved the Master Contract with
various providers for the provision of Recovery Residence Services. Amendment 1
to the Master Contract for administrative revisions was executed under Deputy
Purchasing Agent (DPA) delegated authority. The Orange County Preference Policy
is not applicable to the Master Contract.
On September 30,
2022, the Health Care Agency (HCA) released a Request for Applications (RFA)
for qualified organizations to provide Recovery Residence Services to adult
residents of Orange County. This solicitation closed on January 31, 2023,
and seven qualified organizations were identified: Action Alliance Foundation
(Action Alliance), Clean Path Recovery, LLC (Clean Path), Grandma's House of
Hope (Grandma's House), Roque Center, Inc. (Roque Center), The Stephouse
Recovery, Inc. (Stephouse), The Teen Project, Inc. (Teen Project), and The
Villa Center, Inc. (The Villa).
Providers under this Master Contract are be paid through fee-for-service
contracts and draw down from an aggregate not-to-exceed amount. Additional
funding of $1.2 million is being added to the Master Contract’s aggregate not
to exceed amount in order to accommodate an increase in the number of referrals
into the programs. The individual contracts are being amended to reflect the
Master Contract increase.
Scope of Services
HCA contracts for
Recovery Residence Services with providers who meet the Orange County Adult
Alcohol and Drug Sober Living Facilities Certification Guidelines and have been
certified by the Orange County Sheriff’s Department. Many of the residents in
recovery residences have completed a County contracted residential treatment
program and need additional support to maintain their sobriety. Recovery
residence provides a supervised transitional housing option in a safe and
drug-free environment. This housing is for adults during their transition back
into the community. There are a total of 216 beds.
All residents are
expected to participate in self-help support groups such as 12-step programs to
support their recovery. All residents are subjected to random drug tests. As a
condition of receiving recovery residence housing, residents are required to
participate in outside care, such as County operated or contracted outpatient
treatment services, or other recovery services such as Probation Day treatment
program. This combination provides structure and treatment, which in turn, has
a positive impact on recidivism rates.
Recovery Residence
Services are reimbursed at $55, per bed, per day, which includes: two meals per
day or a $50 weekly food voucher, or a combination of food and lesser amount
food voucher. Residents may stay in recovery residence for up to four months on
the condition that they are actively engaged in their recovery.
Performance Outcomes
Program
performance is measured through two measures: housing and employment status.
The goal is for 85 percent or more residents to be employed (which includes
employment, education, and other structured activities such as volunteer work)
and/or to have housing at the time of discharge. HCA will continue to monitor
target rate trends as additional years of data are analyzed and identify
strategies to help clients successfully discharge from recovery residence
housing. Both performance targets were met for people as they exited a recovery
residence:

The performance of all Contractors has been confirmed
as satisfactory. HCA has verified there are no concerns that must be addressed
with respect to the Contractors' ownership/name, litigation status or conflicts
with County interests.
HCA developed a Good
Neighbor Policy that is included in residential program contracts wherein
contractor provides services to County residents and the services may have a
potential impact on the surrounding neighborhood(s) including but not limited
to environment, safety, and congregation.
HCA has not received any negative feedback from the cities where
services are performed and will continue to work with the contractors and the
cities to ensure positive community relations.

HCA requests that the Board approve
Amendment No. 2 to the Master Contract and individual Amendments with Action
Alliance, Clean Path, Grandma's House, Roque Center, Stephouse, Teen Project,
and The Villa for the provision of Recovery Residence Services, as referenced
in the Recommended Actions.
FINANCIAL IMPACT:
Appropriations for
these Amendments are included in Budget Control 042 FY 2023-24 Budget and will
be included in the budgeting process for future years.
The Contracts
include provisions allowing HCA to terminate the Contract, reduce the level of
services, and/or renegotiate the levels of services provided, as necessary.
This includes a notice that allows HCA adequate time to transition or terminate
services to clients, if necessary.
