SUMMARY:
Approval of the
Amendments with Grandma’s House of Hope, Friendship Shelter, Inc. and Project
Kinship, Memorandum of Understanding with City of Costa Mesa and Contract with
Kingdom Causes, Inc. dba City Net, will provide Behavioral Health Bridge
Housing Services to individuals and families experiencing homelessness who have
serious behavioral health conditions including access to bridge housing and
supportive services to address their disabling conditions and barriers to
housing.
BACKGROUND
INFORMATION:
On April 25, 2023,
your Honorable Board of Supervisors (Board) approved the Health Care Agency
(HCA) to submit a grant application to California Department of Health Care
Services (DHCS) for the Behavioral Health Bridge Housing (BHBH) grant. On
September 26, 2023, the Board authorized HCA to accept the BHBH grant in the
amount of $31.6 million to create, expand and/or improve bridge housing
services in Orange County. HCA Mental Health and Recovery Services (MHRS)
shared information on the grant funding opportunity with contracted providers,
board and care facilities, local homeless shelters, city officials and others
with the goal to increase access to bridge housing beds in Orange County and
ensure clients receive supportive and navigation services that will help them
secure permanent housing.
The primary focus
of BHBH is to help people experiencing homelessness who have serious behavioral
health conditions that prevent them from accessing help and affecting their
homelessness, with a primary focus on Community Assistance, Recovery, and
Empowerment (CARE) Court clients. At least 75 percent of the BHBH funds must be
used for the costs of operating bridge housing that utilizes best practices
such as Housing First and Harm Reduction.
The Board approved
the Contracts with Grandma's House of Hope and Friendship Shelter, Inc., for
provision of Homeless Bridge Housing Services, which is currently in its first
year of the current contract. The Board approved the Contract with Project
Kinship for provision of Re-Entry Success Center Services, which is currently
in its second year of the current contract. Below are the previous Board
actions that were executed pursuant to appropriate authorities. All other
Amendments not listed were executed pursuant to Deputy Purchasing Agent
delegated authority.

The proposed
Contract with Kingdom Causes, Inc, dba City Net (City Net) is a Sole Source
Contract due to the BHBH grant requirement for quick and sustainable
implementation of new bridge housing beds in Orange County (County) and to
provide housing navigation services to all new beds through the BHBH grant
funding. Agencies presently under contract with HCA either lacked the capacity
to incorporate BHBH beds or were ineligible to enter into contracts with HCA
due to the grant requirements. Additionally, identifying beds in the south
region of Orange County was difficult and City Net was able to provide both
BHBH beds and housing navigation, specifically in the south region of the
County, to create an equitable BHBH implementation plan. City Net will also provide
housing navigation for Project Kinship in support of the BHBH grant
requirements.
Scope of Services
BHBH will provide
bridge housing and supportive services for individuals experiencing both
homelessness and serious behavioral health conditions, including a serious
mental illness and/or substance use disorder. Housing navigation is an integral
part of the BHBH and aids with identifying housing options, resources and
housing support services. Housing navigators will work with BHBH participants
to assist them in finding, moving in and retaining affordable housing,
including developing individualized housing and service plans as well as
connecting participants to the Coordinated Entry System (CES). BHBH is required to utilize Housing First
principles and provide voluntary supportive services. Section 5982(b) to the
Welfare and Institutions Code stipulates that CARE Program participants be
prioritized for any appropriate bridge housing funded by the BHBH. The
Participants are not required to be linked to services and projects must
support access to medication assisted treatment (MAT) and psychotropic
medications for the treatment of mental disorders.
The BHBH funding
will create additional beds to existing contracts as well as allow for new beds
to be created through new contracts and Memorandum of Understanding (MOU) to be
executed. The following metrics outlines the existing beds, new beds and where
they will be located.

Immediate
implementation of the BHBH through the Contract will allow HCA to address the
immediate and sustainable housing needs of people experiencing homelessness who
have serious behavioral health conditions. The total award from DHCS is
completely budgeted and allocated through the use of County personnel and with
the Contracted Providers through current contract terms and renewals. The BHBH
services were not part of the competitive solicitation for the current
contracts and expands the current contracts scope of work to meet the BHBH
grant requirements. The amendments will be expanding the target population to
include individuals with severe mental illness (SMI) and/or substance use
disorder (SUD) who are experiencing homelessness, with a priority to serve CARE
Court participants. The BHBH services incorporate the requirement that all
services must be voluntary, and abstinence from alcohol or other substances
cannot be a prerequisite, must support access to medication assisted treatment
(MAT) and psychotropic medications for the treatment of mental disorders.
The BHBH services
will operate in accordance with the County of Orange’s Standards of Care for
Emergency Shelter Providers (Standards of Care). The Standards of Care provide
a comprehensive set of administrative, operational, and facility-based
standards designed to support the quality and consistency of program
operations, evidence-based participant services, core organizational, and
administrative functions, and facility design/operations.
HCA works
collaboratively with the contractors and approves a Good Neighbor Policy that
is included wherein contractor provides services to County residents and the
services may have a potential impact on the surrounding neighborhood(s)
including but not limited to environment, safety, and congregation. HCA has not
received any negative feedback from the community and will continue to work
with the contractors and the community to ensure positive community
relations.
The agreed upon
Scopes of Work and Services outlined in each contractor’s Contract are in
alignment with the Outreach and Supportive Services and Shelter Pillars best
practices, guiding principles and commitments as detailed in the Homeless
Service System Pillar Report. HCA and Grandma’s House of Hope, Friendship
Shelter, Inc., Project Kinship, City of Costa Mesa and City Net will work to
implement the principles and commitments of the Outreach and Supportive
Services Pillar and the Shelter Pillar as applicable.

Approval will
continue to support the County's effort to build a responsive System of Care
that meets the needs of individuals experiencing homelessness by providing
access to bridge housing and supportive services that support achieving
permanent housing.
The Contractors'
performances have been confirmed as satisfactory with no identified issues. HCA
has verified there are no concerns that must be addressed with respect to
Contractors' ownership/name, litigation status or conflicts with County
interests. The Orange County Preference Policy is not applicable to the
Amendments, proposed Contract and MOU.
Contracts with Grandma’s House of Hope,
Project Kinship and the MOU with the City of Costa Mesa includes
subcontractors. See Attachment I for information regarding subcontractors and
Contract Summary Forms.
HCA requests the Board approve the
Amendments for BHBH with Grandma's House of Hope, Friendship Shelter, Inc. and
Project Kinship, MOU with City of Costa Mesa and the Contract with City Net, as
referenced in the Recommended Actions.
FINANCIAL IMPACT:
Appropriations for
these Contracts are included in Budget Control 042 FY 2023-24 Budget and will
be included in the budgeting process for future years.
The proposed
Contract includes provisions allowing HCA to terminate the Contract, reduce the
level of services, and/or renegotiate the levels of services provided, as necessary.
This includes a notice that allows HCA adequate time to transition or terminate
services to clients, if necessary.
