RECOMMENDED ACTION(S):

 

Receive and file the Campaign Finance and Ethics Commission’s Annual Report for 2023.

 

 

 

 

SUMMARY:

 

Submission of the 2023 Annual Report by the Chairman of the Campaign Finance and Ethics Commission ensures compliance with Orange County Codified Ordinance section 1-2-360(e).

 

 

 

BACKGROUND INFORMATION:

 

On June 7, 2016, the voters of the County of Orange approved Measure A, establishing the Orange County Campaign Finance and Ethics Commission (“Commission”) Ordinance (“Commission Ordinance”). The purpose of the Commission is to provide oversight of the County’s Campaign Reform Ordinance, Lobbyist Registration and Reporting Ordinance, the Gift Ban Ordinance and Sections 6 and 9 of the County Code of Ethics and Commitment to Public Service (“Code of Ethics”). Ancillary to these purposes, the Commission ensures that ethics training is provided to newly elected and appointed County officials in those areas for which the Commission has training responsibility.

 

The Commission Ordinance requires the Chair of the Commission to prepare an annual report of the Commission’s activities and submit it to the Board of Supervisors. Specifically, Commission Ordinance section 1-2-360(e) requires the report to be approved by the Commission prior to being “presented to Board of Supervisors as an agenda item at a regularly scheduled Board meeting.”

 

The Campaign Finance and Ethics Commission unanimously approved the 2023 Annual Report on October 23, 2023.  Through the Executive Director, the Chair of the Commission respectfully submits the attached annual report to this Board as required by the Commission Ordinance.
