RECOMMENDED
ACTION(S):
Approve amended Orange County
Senior Citizens Advisory Council Bylaws to change the council’s name to the
Orange County Older Adults Advisory Commission, eliminate certain council
standing committees, remove mandatory volunteer hours and make updates to
clarify the commission’s purpose and priority issues.
SUMMARY:
Approval of the amended Orange
County Senior Citizens Advisory Council Bylaws will update terminology, align
bylaws language with the current activities conducted by Orange County Senior
Citizens Advisory Council members and clarify guidance necessary for the
council to effectively carry out its purpose and function.
BACKGROUND
INFORMATION:
The Orange County Senior Citizens
Advisory Council (SCAC) serves as the principal and official older adult
advisory council to the County and OC Community Resources/Office on Aging
(OCCR/OoA) to further the County’s mission of developing and coordinating
community-based systems of service as established in Older Americans Act
Section 306(a)(6)(D). SCAC advises the County on all matters relating to the
development and administration of the OCCR/OoA Area Plan, advises on issues
relevant to the County’s actions affecting the provision of older adult
services and serves as a liaison between the County and Orange County older
adults.
The Board of Supervisors (Board)
previously approved amendments to the SCAC Bylaws on October 7, 2008, October
25, 2011, and December 11, 2012. Additionally, on December 15, 2020, the Board
approved amendments to the SCAC bylaws to change the name from “Senior Citizens
Advisory Council of Orange County” to “Orange County Senior Citizens Advisory
Council.” On July 26, 2022, the Board approved amendments to the bylaws to
ensure conformity to the Board-approved Bylaws Template.
The proposed amended bylaws were
reviewed and approved by a quorum of SCAC members at their October 13, 2023,
general meeting. The proposed amendments change the name from Orange County
Senior Citizens Advisory Council to Orange County Older Adults Advisory
Commission, update the purpose and function to reflect current operational
practices and community needs; and specify areas of concern to align with
California's Master Plan for Aging goals. In addition, certain standing
committees are removed; therefore, any issues previously addressed by prior
standing committees may be discussed, as needed, at general meetings attended
by the entire membership or by the Executive Committee. The volunteer hours
requirement is removed to enhance recruitment efforts for SCAC membership; SCAC
members can independently track and report volunteer hours.
OCCR/OoA requests the Board approve the
proposed amendments to the bylaws as referenced in the Recommended Action.
