RECOMMENDED ACTION(S):

 

 

1.

Authorize the Social Services Agency Director or designee to execute the Employment Agreement with Aaron Hogue for an annual salary of $132,276, along with $33,792 in employee benefits as the Executive Director of the Orange County In-Home Supportive Services Public Authority, for a total maximum obligation of $666,232, including annual employee benefits, for the term of January 26, 2025, through January 25, 2029.

 

2.

Authorize the Social Services Agency Director or designee to approve annual increases in the Executive Director’s salary within the County’s Human Services Manager, Senior salary range.

 

 

 


 

 

SUMMARY:

 

Approval of the Employment Agreement for Aaron Hogue to continue serving as Executive Director of the In-Home Supportive Services Public Authority will ensure continuity for the provision of in-home supportive services to low-income elderly and disabled residents of Orange County so they may remain in their homes.

 

 

 

BACKGROUND INFORMATION:

 

On April 23, 2002, the Board of Supervisors' (Board) approved an Interagency Agreement making the Social Services Agency (SSA) Director the designee to provide oversight and supervision of the In-Home Supportive Services (IHSS) Public Authority (Authority). The core functions of the Authority include the establishment and maintenance of a registry of vetted and approved service providers, connecting clients with service providers on the registry, and providing orientation and training for new clients and providers.

 

On August 13, 2002, SSA obtained the Board's approval to appoint Robert D. Miller as the IHSS Authority's first Executive Director until February 2016.

 

On August 9, 2016, the Board approved Luz Napoles Loreto to serve as the IHSS Authority's Executive Director for the term of August 9, 2016, through August 8, 2020.

 

The Executive Director's duties were absorbed by Authority Management in between the appointments of the second and third Executive Directors. 

 

On January 26, 2021, the Board approved Aaron Hogue as Executive Director of the IHSS Authority, for the term of January 26, 2021, through January 25, 2025.

 

SSA now requests the Board's approval to execute the Employment Agreement with Aaron Hogue as Executive Director for and employee of the IHSS Authority for the term of January 26, 2025, through January 25, 2029. The agreement will establish an annual salary of $132,766, along with approximately $33,792 in employee benefits.

 

SSA also requests the Board's approval to authorize the SSA Director or designee to adjust the salary annually, provided that the annual salary paid to Aaron Hogue, including the discretionary grant, does not exceed the advertised maximum annual salary for a Senior Human Services Manager employee at the County of Orange. Additionally, Aaron Hogue shall be entitled to receive the same negotiated yearly percentage increase as given to Administrative Management Unit members of the Orange County Managers Association in accordance with their base-building/salary range movement.

 

This Agreement is being presented for Board approval less than 30 days before the effective date due to delays in negotiation of salary and benefits.

 

 

 

FINANCIAL IMPACT:

 

Related appropriations are included in Fund 590, IHSS Public Authority for the FY 2024-25 Budget and will be included in the budgeting process for future years.
