SUMMARY:
Approval of the bid documents and authorizing the Clerk of the Board to advertise James A. Musick Facility laundry monorail system will support the completion of a laundry monorail system to increase efficiencies in the processing of laundry.
BACKGROUND INFORMATION:
The Sheriff-Coroner Department’s (Sheriff) James A Musick Facility, located in Irvine includes a building used to wash and dry laundry for all inmates housed within the Central Men’s Jail, Central Women’s Jail, Intake Release Center, Theo Lacy Facility, and James A Musick Facility. The laundry building currently employs the use of six commercial sized washers and dryers that can operate per load, up to two hundred-fifty pounds of laundry. This process is currently completed solely by manual means by Sheriff staff or Community Work Program workers in which the laundry has to be lifted into and out of each machine at the beginning and end of each cycle. This process is very labor intensive and physically stressful. The installation of a monorail system, which will include electric hoists and tracks to each station and machine, will greatly lessen the impact on staff health and decrease potential injuries.
An architecture/engineering firm, HMC Architects, was selected from the Sheriff-Coroner On-Call Contract and awarded a Contract Task Order to design a monorail system within the building. The design also includes a support structure that can hold the combined weight of the track system, electric hoists, and multiple large bags of laundry at a time.
The Sheriff requests Board of Supervisors approval of the plans, specifications and bid documents, and authorize Clerk of the Board to advertise for bids for the improvements to the James A Musick Facility laundry building, as reflected in the Recommended Actions.
Compliance with CEQA: This action is not a project within the meaning of the California Environmental Quality Act (CEQA) Guidelines Section 15378 and is therefore not subject to CEQA, since it does not have the potential for resulting in either a direct or physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. The approval of this agenda item does not commit the County to a definite course of action in regard to a project since it involves authorization to advertise for a laundry monorail system. This proposed activity is therefore not subject to CEQA. Any future action connected to this approval that constitutes a project will be reviewed for compliance with CEQA.
