Vice Chairman Do - Direct County Executive Officer to coordinate with Homeless System of Care providers and Orange County Housing Finance Trust to prepare a joint letter seeking funding on housing and homeless and to add to County's Legislative Platform support for items that enhance and provide additional resources to response, recovery and economic impacts of COVID-19

RECEIVED UPDATE FROM COUNTY EXECUTIVE OFFICE, HEALTH CARE AGENCY, AND OTHER COUNTY DEPARTMENTS CONCERNING EFFORTS TO ADDRESS AND MITIGATE THE PUBLIC HEALTH AND OTHER IMPACTS CAUSED BY THE NOVEL CORONAVIRUS (COVID-19) EMERGENCY

APPROVED MOTION BY SUPERVISOR BARTLETT, FIFTH DISTRICT SUPERVISOR, TO ISSUE GUIDANCE TO GOLF COURSES OPERATING IN ORANGE COUNTY PURSUANT TO GOVERNMENT CODE SECTION 8634, AND IDENTIFYING HEALTH AND SAFETY MEASURES NECESSARY TO PROTECT THE PUBLIC RECREATING AT SAID FACILITIES, INCLUDING, BUT NOT LIMITED TO, THE FOLLOWING RECOMMENDED HEALTH AND SAFETY MEASURES:



1) GOLF CLUBS SHOULD ALLOW PATRONS TO ONLY WALK ON THE GOLF COURSE (I.E., THE USE OF GOLF CARTS ON THE COURSE SHOULD BE PROHIBITED), MAINTAINING STRICT ADHERENCE TO SOCIAL DISTANCING WITH ENFORCEMENT BY MARSHALS;
2) ALL TOUCH POINTS ASSOCIATED WITH THE RECREATIONAL ASPECTS OF GOLF SHOULD BE ELIMINATED, INCLUDING THE REMOVAL OF ALL FLAG STICKS, SAND BUNKER RAKES, AND SCORECARDS, AND THE CLOSURE OF ALL SELF-SERVICE AREAS, INCLUDING RESTROOMS AND ANY LOCATION WHERE STRICT ADHERENCE TO SOCIAL DISTANCING CANNOT BE ENFORCED.IN ADDITION, CUPS SHOULD BE INVERTED ON THE GREENS FOR SAFE PUTTING AND BALL REMOVAL AND BALL WASHERS SHOULD BE COVERED AND NOT MADE AVAILABLE FOR USE AT THIS TIME;
3) GROUPS SHOULD BE LIMITED IN SIZE TO NO MORE THAN FOUR INDIVIDUAL GOLFERS AND SHOULD MAINTAIN SOCIAL DISTANCING THROUGHOUT THE COURSE;
4) STRATEGIC SCHEDULING OF TEE TIMES SHOULD BE PUT INTO EFFECT TO ENSURE THERE ARE NO CONGREGATIONS OF INDIVIDUALS WAITING TO START;
5) UPON COMPLETION OF THE ROUND, INDIVIDUALS SHOULD PROCEED DIRECTLY TO THEIR CAR AND DRIVE OUT OF THE IMMEDIATE AREA TO AVOID CONGREGATION IN THE PARKING LOT; AND
6) ANY AND ALL OTHER SAFETY MEASURES DEEMED NECESSARY TO PROTECT THE HEALTH AND SAFETY OF GOLFERS MAY BE IMPLEMENTED BY GOLF COURSE MANAGEMENT AT THEIR DISCRETION.

APPROVED THE MOTION OF VICE CHAIRMAN ANDREW DO, FIRST DISTRICT SUPERVISOR, TO ISSUE A REGULATION PURSUANT TO GOVERNMENT CODE SECTION 8634, EFFECTIVE AT 12 A.M. ON FRIDAY, APRIL 24, 2020, REQUIRING THAT ALL EMPLOYEES OF ANY GROCERY STORE, PHARMACY/DRUG STORE, CONVENIENCE STORE, GAS STATION, RESTAURANT, FOOD PREPARATION ESTABLISHMENT, OR RETAIL STORE IN ORANGE COUNTY WHO MAY HAVE CONTACT WITH THE PUBLIC WHILE AT WORK WEAR A CLOTH FACE COVERING AS DESCRIBED IN THE CALIFORNIA DEPARTMENT OF PUBLIC HEALTH FACE COVERING GUIDANCE.
