Receive update from County Executive Office, Health Care Agency, and other County departments concerning efforts to address and mitigate the public health and other impacts caused by the Novel Coronavirus (COVID-19) emergency; and provide direction to County Executive Officer and other County Officers concerning on-going County operations, allocation of County resources and personnel, maintenance of essential public services and facilities, temporary suspension and/or closure of non-essential public services and facilities, management of County property and finances, measures necessary to protect public health and safety, and expenditures necessary to meet the social needs of the population - All Districts

CHAIRWOMAN STEEL COMBINED THE DISCUSSION OF AGENDA ITEMS 1 AND 5 AND RECEIVED AND FILED UPDATE FROM COUNTY DEPARTMENTS REGARDING NOVEL CORONAVIRUS (COVID-19) EMERGENCY; AND ON MOTION BY VICE CHAIRMAN DO, SECONDED BY CHAIRWOMAN STEEL, THE BOARD UNANIMOUSLY APPROVED DIRECTION TO STAFF TO: (1) CREATE NEW MENTAL HEALTH, PHYSICAL HEALTH AND SUBSTANCE ABUSE PROGRAMS THROUGH HEALTH CARE AGENCY FOR ORANGE COUNTY RESIDENTS, FIRST RESPONDERS, HEALTHCARE WORKERS, ESSENTIAL WORKERS, SENIORS, AND CHILDREN COPING WITH INCREASED STRESS, ANXIETY, FEAR AND MENTAL HEALTH CHALLENGES RESULTING FROM COVID-19; (2) EXTEND HOURS OF MENTAL HEALTH AND SUBSTANCE ABUSE PROGRAMS AND INCREASE FUNDING AS NEEDED IN RESPONSE TO THE NOVEL CORONAVIRUS; (3) DEVELOP ONLINE RESOURCE GUIDES FOR AT-HOME PHYSICAL AND BEHAVIORAL HEALTH PROGRAMS FOR ORANGE COUNTY RESIDENTS THROUGH THE HEALTH CARE AGENCY; AND ONLINE SUPPLEMENTAL EDUCATIONAL SERVICES FOR CHILDREN, SENIORS AND CARE PROVIDERS; (4) IDENTIFY OPPORTUNITIES TO FORM COMMUNITY PARTNERSHIPS WITH NON-PROFIT ORGANIZATIONS, SCHOOLS, UNIVERSITIES AND OTHER ENTITIES WORKING TO PROVIDE INNOVATIVE ONLINE AND IN-HOME MENTAL, PHYSICAL AND BEHAVIORAL HEALTH SERVICES

Adopt resolution creating Orange County Property Tax Penalty Review Committee perRevenue & Taxation Code 4804 to provide administrative review of any denials of applications for relief under Revenue & Taxation Code Section 4985.2 based on COVID-19 pandemic through 8/30/20 and by end of September 2020 the Committee shall return to the Board with report of its actions, authorizing related actions and making related findings; direct County Executive Officer to send a letter to Governor and Orange County State Legislative Delegation requesting no-interest financing to cover any greater-than-normal underrun of property tax revenue for County to fund its own needs and those of other property tax recipients including cities, schools, and special districts

Supervisor Wagner - Oral re: Opening of new homeless shelter in Placentia that serves four cities in Third District and thanked the County and the leaders of those cities for their efforts

 

Supervisor Chaffee - Oral Re: New Placentia shelter now open serving the North SPA and is the result of County and cities working together
