Daisy Ramirez - Oral re: Member of
Transforming Justice Orange County and Jails Conditions and Policy
Coordinator at the American Civil Liberties Union of Southern California; in
mid-October, Sheriff Department began to shackle every person in jail custody
during transport to and from court and while in court holding tanks; People
vs. Garcia ruling where Judge Kathleen Roberts granted Public Defender's
motion to remove shackling restraints from their clients and issued a
Countywide ruling that no person is to be shackled in the courthouse holding
cells without an individualized assessment; urged the Board to instruct
County Counsel to not take the matter to the Court of Appeal; urged the Board
and County Counsel to direct Orange County Sheriff Department to take
immediate measures to ensure personnel are educated on the ruling; and urged
the Board instruct Kevin Rogan at the Office of Independent Review to
investigate conditions in Orange County jails. |
