COUNTY COUNSEL READ:  THE BOARD BY A UNANIMOUS VOTE, APPROVED A PROPOSED SETTLEMENT WITH DISABILITY RIGHTS CALIFORNIA AND ROSEN BIEN GALVAN & GRUNFELD LLP AND OTHER PARTIES INCLUDES COUNTY OF ORANGE AND ORANGE COUNTY SHERIFF'S DEPARTMENT CONCERNING THE HOUSING, TREATMENT AND PROGRAMING OPPORTUNITIES FOR CERTAIN SPECIFIED INMATE POPULATIONS AT THE ORANGE COUNTY JAIL.  THE PROPOSED SETTLEMENT REMAINS SUBJECT TO THE FINAL APPROVAL OF OTHERS.  AS SOON AS THE PROPOSED SETTLEMENT BECOMES FINAL, COPIES OF THE AGREEMENT WILL BE MADE AVAILABLE IN THE OFFICE OF COUNTY COUNSEL TO ANY PERSON WHO INQUIRES.

Brigitte - Oral re: Ilya Tseglin, mother of Anthony Aceves and Bryan Kaye.

 

Daisy Ramirez - Oral re: Member of Transforming Justice Orange County and Jails Conditions and Policy Coordinator at the American Civil Liberties Union of Southern California; in mid-October, Sheriff Department began to shackle every person in jail custody during transport to and from court and while in court holding tanks; People vs. Garcia ruling where Judge Kathleen Roberts granted Public Defender's motion to remove shackling restraints from their clients and issued a Countywide ruling that no person is to be shackled in the courthouse holding cells without an individualized assessment; urged the Board to instruct County Counsel to not take the matter to the Court of Appeal; urged the Board and County Counsel to direct Orange County Sheriff Department to take immediate measures to ensure personnel are educated on the ruling; and urged the Board instruct Kevin Rogan at the Office of Independent Review to investigate conditions in Orange County jails.
