Ronald Gillis - Oral re:  Ran for State Representative office in 2014 and his wife ran for Clerk of the Court in 2012 and each garnered 30% of the votes as unknown candidates; attended Jacksonville, Florida Federal court sentencing hearings for Lorraine Brown who admitted to the creation of a minimum of a million falsified documents on the public records, supports Resolution 6021.

 

Billie - Oral re:  Oral re: Is the National Chairwoman for the National Committee in support of  Resolution 6021 which provides a remedy to homelessness, sustainable home ownership and affordable housing; Florida Attorney Bruce Jacobs partnered with and co-authored with Miami Mayor Suarez and Commissioner Kim Russell for the creation of Resolution 6021; would be disappointed if everyone does not partner and build bridges to end the financial crime spree of the banks and to hold banks accountable to their financial crimes.

 

Susan Agustitus - Oral re: Lives in Carmel Valley, California which has its share of homelessness, homelessness population and lack of funding to address homeless issues;  speaker Billie has provided all of the documents necessary to end homelessness in Orange County; supports Resolution 6021 which provides a remedy to homelessness, sustainable home ownership and affordable housing.

 

Brigitte - Oral re:  Oral re:  Board Rules of Procedure amendment on 11/8/16 removing the public from participating in Board meetings; Ilya and Robert Tseglin fight for freedom of Nate; homeless advocates helping the homeless; deaths in prisons.

 

Ilya Tseglin - Oral re:  Oral re:  Chiune Sempo Sugihara helped thousands of Jewish refugees flee Europe by issuing transit visas to them so that they could travel through Japanese territory; has been attending Board meetings for 7 years pleading to save his son's life.

 

Robert Tseglin - Oral re: His brother was kidnapped three times, placed in group homes and was released by Writs of Habeas Corpus; constitutional violations and petition filed to remove conservatorship; physical and psychotropic abuse; Dr. Nathan testified autistic persons should not be placed on psychotropic drugs;  perjury, fraud and Public Defender.

 

Lou Noble - Oral re: Asked where the homeless can sleep at night without being criminalized; settlement criminalizes the homeless and infringes on the constitutional rights of the homeless.

 

Daisy Ramirez - Oral re: Orange County Jails Project Coordinator at the American Civil Liberties Union; individuals dying in Orange County jails; the family of Anthony Aceves is not aware of how or why he died in custody; Anthony Denton and Shakira Kelly died while under the custody of the Sheriff's Department; requested the Board accept meeting with representatives of the ACLU and community members to address issues in the County jail system; requested to call an independent body to investigate deaths in custody; requested the Executive Director of the Office of Independent Review to investigate conditions of confinement, audit previous investigations and reviews into deaths in jails by the Sheriff Department and District Attorney including protocols, policies and lengths of investigations; discussed alternatives to incarcerations or diversions of people in custody and why the Sheriff Department is not the appropriate entity to oversee individuals.

 

Samuel J. Vance - Oral re: Orange County Racial Justice Collaborative; the family of Shakira Kelly has concerns and questions regarding Shakira's death while in the care of the women's jail facility in Orange.

 

Mike Tucker - Oral re: Jail system, rehabilitation of inmates and electronic monitoring.

 

David Duran - Oral re: Quoted a US Supreme Court Judge "Ethics is knowing the difference between what you know you have the right to do and doing what is right to do"; people have no voice in the County; homeless advocates offer their voices on behalf of the homeless to help saves lives and to make Orange County a better place to live.

 

Jeanine Robbins - Oral re: Housing first saves lives and solving homelessness in Orange County; educating the Board on the causes, mission of and the costs to solve homelessness; County dollars towards city run shelters makes the County complicit in their failures;  CalOptima's homeless point in time count.

 

Mike Robbins - Oral re: Ten Year Plan to End Homelessness, problems and solutions regarding homelessness provided by homeless advocates, discussions with Susan Price regarding water for the homeless living on the riverbed; Jamboree Housing and other corporations are building housing for a profit.

 

Valerie Lopez - Oral re: Worked for the County in 1990 under Jan Mittermeier; supports Resolution 6021 which provides a remedy to homelessness, sustainable home ownership and affordable housing; was a victim of illegal foreclosure fraud and illegal eviction.

 

Charles Koppa - Oral re: Supports Resolution 6021; Federal Rules of Civil Procedure; movement to divide courts at law and courts in equity.

BOARD COMMENTS:

Supervisor Chaffee - Oral re: Received answers to question asked during the meeting regarding medical care of inmates with electronic monitoring; inmates are not eligible for Medicare while in jail but  regain eligibility when released from jail; encourages the Sheriff to use electronic monitoring services to reduce recidivism; public's criticism of Board members and working together as a team and be a part of solutions.
