RECOMMENDED ACTION(S):

 

Approve the proposed Conflict of Interest Code including Designated Filer Exhibits for Orangewood Foundation.

 

 

 

 

SUMMARY:

 

The Orangewood Foundation is requesting approval of its adopted Conflict of Interest Code and Designated Filer Exhibits to ensure County compliance with Fair Political Practices Commission regulations.

 

 

 

BACKGROUND INFORMATION:

 

Various agencies are required to adopt a Conflict of Interest Code (Code) and designate positions and disclosure categories for individuals who make or participate in the making of governmental decisions that may foreseeably have a material effect on any financial interest.  The Orangewood Foundation serves as the governing body of the Samueli Academy, a free public charter school in Santa Ana.  Under Education Code section 47604.1, entities that manage charter schools are required to comply with various laws applicable to government agencies, such as the Brown Act, Public Records Act and Political Reform Act.  Accordingly, on or about November 14, 2019, the Orangewood Foundation took formal action to approve their Code and Designated Filers List.  The Board of Supervisors (Board) is the code reviewing body for the Orangewood Foundation.  Pursuant to Government Code Section 87303, the Board must 1) approve the proposed Code, 2) revise and approve the revised Code or 3) return the proposed Code for revision and resubmittal within 60 days.  It conforms to statutory and regulatory requirements and meets the Board’s policy to utilize the state’s Model Code.  A copy of the proposed Designated Filer Exhibits are attached.
