RECOMMENDED ACTION(S):
Authorize the County Chief Information Officer or designee to execute Type 2 Work Orders Number CY7-001 through CY7-006 under the Agreement for Data Center, Desktop, Applications and Service Desk Services with Science Applications International Corporation, for services to support the County on various projects and services for the period of February 3, 2020, through June 30, 2021, for a total not to exceed amount of $5,887,405.
SUMMARY:
Authorization to execute Type 2 Work Orders under the Agreement for Data Center, Desktop, Applications and Service Desk Services with Science Applications International Corporation will authorize the Vendor to support the County on various projects and services.
BACKGROUND INFORMATION:
On May 14, 2013, the Board of Supervisors (Board) approved an approximately five-year Master Services Agreement with Science Applications International Corporation (SAIC or Contractor) for Scope 1 services (MA-017-13011864) that included Data Center Operations, Service Desk, Desktop Support and Applications Services (the MSA or Agreement). The MSA provided for a four-month period for transitioning SAIC into the County of Orange (County) at the beginning of the Agreement, five Contract Years of services, two optional extension years of services (Contract Year 6 and Contract Year 7) and the option to pay for additional time and services when the County transitions out of the MSA at the conclusion of the contract depending on the County’s needs and future agreements with SAIC.
On October 8, 2019, the Board approved Amendment Number 15 to the Agreement. Amendment Number 15 included, among other things, a term extension through June 30, 2022 with two optional extension years of Services.
Proposed
Type 2 Work Orders
Under Section 10.2 et seq. of the Agreement, the Chief Information Officer (CIO) has the authority to execute In-Scope Work Orders. Amendment Number 15 distinguished between two types of In-Scope Work Orders - Type 1 and Type 2. Type 1 Work Orders are those with a preliminary value to County of less than the amount listed in the then current County Contract Policy Manual (CPM) §3.3-102(1)(a) (currently $200,000) and do not require Board approval. Type 2 Work Orders are those with a preliminary value to County equal to or greater than the amount listed in the then current CPM §3.3-102(1)(a) and require Board approval.
The list below includes the Type 2 Work Orders requested for Board approval. The period of performance for the Work Orders covers the period February 3, 2020, through June 30, 2021, which represents Contract Year 7.

The "Estimated Value" reflects the not to exceed amount that SAIC will be able to charge for each of the Work Orders.
This contract includes subcontractors. See Attachment B for information regarding subcontractors and Contract Summary Form.
FINANCIAL IMPACT:
The grand total for the proposed Type 2 Work Orders is not to exceed $5,887,405 and is covered by the $10 million “Reserved Dollars” for Work Orders that the Board previously approved as part of Amendment Number 15 to the Agreement. Approval of these Type 2 Work Orders will not increase the Agreement’s cumulative value. The County contemplated using the Reserved Dollars to cover these types of Work Orders and others that might be requested by OCIT or County departments for related services, project support, resources and support of moves to new County facilities.
Sufficient appropriations for the Type 2 Work Orders have been included in the FY 2019-20 Budget for Fund 289, Information Technology Internal Service Fund and will be included in future fiscal years.
