RECOMMENDED ACTION(S):

Approve the Second Amendment to the Agreement with Telecare Corporation for provision of Collaborative Court Full Service Partnership Services, increasing funds by $455,107, from $2,703,933 to $3,159,040 for the period of January 1, 2020, through June 30, 2020, for a revised total amount not to exceed $8,759,625. |

SUMMARY:
Approval of the Second Amendment to the Agreement with Telecare Corporation for the Provision of Collaborative Court Full Service Partnership Services will provide additional mental health services to adults who have a severe and persistent mental illness and/or co-occurring disorder.
BACKGROUND INFORMATION:
On June 6, 2017, your Honorable Board of Supervisors (Board) approved the selection of and Agreement with Telecare Corporation (Telecare) for provision of Collaborative Court Full Service Partnership (FSP) Services for the period of July 1, 2017, through June 30, 2020. FSP services are community-based and recovery-focused, and include intensive case management, medication support, counseling and therapy, benefit acquisition, vocational and educational support, crisis intervention, linkage to primary care, transportation, housing support and access to staff for emergency needs 24 hours per day, seven days per week. Program services are provided in collaboration with the Court, Probation, Public Defender and District Attorney. The program serves individuals in Orange County, ages 18 and older, who have a serious mental illness and/or co-occurring substance use disorder and are referred by the Mental Health Collaborative Court.
On April 1, 2019, the First Amendment, a contingency implementation, was exercised in the amount of $192,719 for the remaining months of Period Two (approximately 3 months) in order to serve an average daily volume of 135 individuals, an increase of 35 from Period One. This increase is due to a rise in referrals the Whatever It Takes Court saw, requiring HCA to amend the agreement to accommodate the additional referrals. The proposed Second Amendment will allow for funds to be added to Period Three so the program can continue to serve an average daily volume of 135 individuals through June 30, 2020.
The number of clients served and program outcomes for FY 2017-18 and FY 2018-19 are listed in the tables below. The outcomes are measured by a pre- and post-comparison of the number of days clients are impacted by these circumstances while enrolled in the program, and compared against the 12-month period immediately prior to enrollment. Overall, there was substantial decrease in hospitalization, incarceration and homelessness days, and substantial increase in employment days and number of members participating in educational activities.

The Contractor’s performance has been confirmed as satisfactory. HCA has verified there are no concerns that must be addressed with respect to Contractor’s ownership/name, litigation status or conflicts with County interests. The Agreement currently includes subcontractors. See Attachment B for information regarding subcontractors and Contract Summary Form.
HCA requests that the Board approve the Second Amendment to the Agreement for provision of Collaborative Court FSP Services with Telecare Corporation, as referenced in the Recommended Actions.
FINANCIAL IMPACT:
Appropriations for this Agreement are included in Budget Control 042 FY 2019-20 Budget.
Should services need to be reduced or terminated due to lack of funding, the Agreement contains language that allows HCA to give a 30-day notice to either terminate or renegotiate the level of services to be provided. The notice will allow HCA adequate time to transition or terminate services to clients, if necessary.
