RECOMMENDED ACTION(S):

 

Approve the First Amendment to the Sponsor Agreement with the Orange County Conservation Corps effective February 1, 2018, through January 31, 2019.

 

 

 

 

SUMMARY:

 

Approval of the First Amendment to the Sponsor Agreement with the Orange County Conservation Corps will support the maintenance of OC Parks.

 

 

 

BACKGROUND INFORMATION:

 

The Orange County Conservation Corps (OCCC) is a private, nonprofit organization that provides employment, training and educational programs for at-risk young adults to build self-sufficiency and benefit the community through conservation-related projects. OCCC provides supervised crews to support a variety of activities, such as storm and fire preparation and recovery; trail repair; habitat restoration; and removal of weeds and exotic plants.

 

On January 28, 2014, the Board of Supervisors (Board) approved the Sponsor Agreement OCP 14-003 (Sponsor Agreement) with OCCC to provide these services and supplement OC Community Resources/OC Parks’ (OC Parks) own maintenance and emergency response resources.  The Sponsor Agreement is in an amount not to exceed $200,000 annually with a term commencing on February 1, 2014, through January 31, 2015. The Sponsor Agreement provides for annual renewal of the agreement by the OC Parks Director or designee based on satisfactory performance of the organization, up to 48 months through January 31, 2019.

 

Section 4.b of the Sponsor Agreement provides for an in-kind labor match by OCCC of up to $50,000 per year. As a nonprofit organization, OCCC relies upon outside resources, including grant funding, to support its operations. OCCC has since experienced a loss of grant funding, is no longer able to provide the in-kind match and has requested the clause be removed from the Sponsor Agreement.

 

OCCC continues to provide valuable services to both OC Parks and the young men and women receiving training in the organization. OCCC provides work for various jobs and projects requiring variable hours of labor. Notable projects over the course of the Sponsor Agreement include maintenance of the Carbon Canyon Regional Park redwood grove, Las Flores basin vegetation clearance and culvert maintenance, application of mulch at O’Neill Regional Park, Aliso and Wood Canyons Wilderness Park storm drain clearing and v-ditch clearing at Craig Regional Park.

OCCC has performed satisfactorily under the Sponsor Agreement, and OC Parks recommends approval of the First Amendment deleting Section 4.b of the Sponsor Agreement.

 

Compliance with CEQA: The proposed project was found to be Categorically Exempt from the provisions of CEQA pursuant to Section 15301 (Class 1 – Existing Facilities) because they involve the continued maintenance of County of Orange facilities and pursuant to CEQA Sections 15250 and 15251(i) because it involves work that will be performed in compliance with a pesticide regulatory program administered by the Department of Pesticide Regulation and the county agricultural commissioners, when the project was approved on January 28, 2014.
