RECOMMENDED ACTION(S):

 

Approve Amendment Two to renew contract with Padres Unidos for the provision of Outreach, Support and Education Services for Families of Youth Involved in the Criminal Justice System, in an amount not to exceed $296,884, for the period January 13, 2020, through January 12, 2021, for a revised cumulative contract total amount not to exceed $1,455,617.

 

 

 

SUMMARY:

 

Approval of the contract amendment with Padres Unidos will allow Probation to continue providing education that improves communication, strengthens parenting skills and increases knowledge about the juvenile justice process to families of youth involved in the Criminal Justice System, providing them tools necessary to assist the youth in reintegration into society and successful completion of probation. 

 

 

BACKGROUND INFORMATION:

 

On January 12, 2016, the Board of Supervisors (Board) authorized The Orange County Probation Department (Probation) to execute a three-year contract with Padres Unidos for Outreach, Support and Education Services (Parent Program) to parents, guardians or adult family members of youth involved in the Criminal Justice System, for the period of January 13, 2016, through January 12, 2019, in amount not to exceed $287,283 per year.

 

On December 18, 2018, Probation received the Board's authorization for the fourth-year contract renewal, effective January 13, 2019, through January 12, 2020, in an amount not to exceed $296,884. Probation is seeking Board authorization for the fifth contract year and final contract renewal for the period of January 13, 2020, through January 12, 2021, in an amount not to exceed $296,884, for a cumulative contract total amount of $1,455,617.

*A total of 102 youth had one or more parents participate in the Parent Program.  (New Law Violations were calculated for 77 youth since six months have not lapsed since the end of that session on September 5, 2019.)  In the 6-month period prior to their parents starting the Parent Program, 40% of youth (31 out of 77) had one or more new law violation arrests.  Six months after their parents completed the 26-week Program, fewer youth (19% or 15 out of 77) had one or more new law violation arrests.

**There were 52 new law violation arrests among the 31 youth with at least one arrest during the six-month period prior to the start of the Parent Program. Six months following the end of the Parent Program, there were a total of 21 new law violation arrests among the 15 youth with at least one arrest during this latter period. Six months prior to parent participation in the Parent Education Program, 64% (30 out of 47) of all new law violation arrests among youth were for felony offenses. In the 6-month period following parent involvement in the Program, the portion of felony offenses dropped to 29% (6 out of 21) [Note: Please use caution when interpreting results due to relatively small sample size].

 

Padres Unidos performance has been confirmed as satisfactory. Probation has verified there are no concerns that must be addressed with respect to Padres Unidos' ownership/name, litigation status or conflicts with County interest. Additionally, there continues to be a positive response to the services provided by Padres Unidos, evidenced by increased and sustained parent participation in the program and positive feedback received from the participating parents. The assessment included questions to measure parent satisfaction with Padres Unidos, which continues to have a high satisfaction rate. All participating parents agreed that the instructors were well-prepared, actively participated in discussions and responded to parent questions.

 

As this is the fifth and final year renewal of the contract, Probation plans to issue a solicitation to continue services and will return to the Board prior to the expiration of contract.

 

This contract does not include subcontractors or pass through to other providers.  See Attachment B for Contract Summary Form. 

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Contract are included in the FY 2019-20 Budget for Probation, Budget Control 057 and will be included in the budgeting process for future years.
