RECOMMENDED ACTION(S):

 

 

1.

Approve the Amended Grant Agreement Number 17-10711 with the California Department of Public Health for the Local Oral Health Program in the amount of $3,749,050, for the period of January 1, 2018, to June 30, 2022.

 

2.

Authorize Health Care Agency Director, or designee, to execute the Amended Grant Agreement with the California Department of Public Health.

 

3.

Authorize the Health Care Agency Director, or designee, to execute such future amendments to the Agreement referenced above that do not change the Agreement amount by more than 10 percent of the original amount and/or make immaterial changes to the scope of work.

 

 

 

 

SUMMARY:

 

Approval of the Amended Grant Agreement with the California Department of Public Health for the Local Oral Health Program will result in a five-year total allocation rather than an annual allocation that affords the Health Care Agency greater flexibility in administering dental health initiatives.

 

 

 

BACKGROUND INFORMATION:

 

On December 12, 2017, your Honorable Board of Supervisors (Board) approved the Grant Agreement No. 17-10711 with the California Department of Public Health (CDPH) for the Local Oral Health Program (LOHP) in the amount in the amount of $749,810 annually, for the period of January 1, 2018, to June 30, 2022, for a cumulative amount of $3,749,050. This proposed amendment will allow flexibility to move funding from one budget year to the next, resulting in a total allocation of $3,749,050 across the timeframe of the grant, rather than an annual allocation.

 

Proposition 56, the California Healthcare, Research and Prevention Tobacco Tax Act of 2016, created funding for public health services, including programs to reduce smoking rates and improve oral health. With these funds, the CDPH operates the California Oral Health Program (COHP) to create and expand capacity at the local level to prevent and treat dental disease, including dental disease caused by the use of cigarettes and other tobacco products. A portion of available funds is directed to local health jurisdictions to support goals, objectives and activities identified in the COHP, which includes a focus on underserved low-income communities that may have limited knowledge of how to access dental care. Local efforts include increasing awareness and providing education regarding oral health care.

 

In 2018, the Health Care Agency (HCA) conducted an oral health needs assessment. Data gathered during the needs assessment process identified the following for Orange County:

  • Nearly 17 percent of kindergartners and approximately 15 percent of 3rd graders in Orange County had untreated tooth decay.
  • Just over 50 percent of children had an annual dental visit despite the recommendation that all children have an annual visit.
  • Data on the prevalence of tooth decay in adults is unavailable. A proxy for unmet dental need in adults is utilization of emergency departments for preventable and non-traumatic dental conditions. Adults 18-35 had the highest rate (248.5 per 100,000) of emergency department visits.
  • An estimated two in three adults have not had a dental visit in the past year.

 

As a result of the needs assessment, HCA developed an Oral Health Strategic Plan that serves as a guide to address the oral health needs identified in the county. The overarching objectives for the Strategic Plan include, by June 30, 2022:

  • Reduce the prevalence of untreated tooth decay by three percent among children zero to 11 years old.
  • Increase the rate of utilization of annual preventive dental services by five percent among children zero to 20 years old.
  • Increase the rate of utilization of dental services by five percent among children, adults and older adults.

 

HCA requests that the Board approve the Amended Grant Agreement for the LOHP with CDPH as referenced in the Recommended Actions.
