RECOMMENDED ACTION(S):

 

 

Authorize the County Procurement Officer or authorized Deputy to execute Amendment for the fourth and final renewal of the contracts with Lyneer Staffing Solutions, LLC and Lloyd Staffing, Inc. for temporary help services in an aggregate amount not to exceed $1,561,142 for the period of February 1, 2020, through January 31, 2021, for a revised cumulative total of $10,535,230 for the period of February 1, 2016, through January 31, 2021.

 

 

 

 

SUMMARY:

 

Approval to renew the contracts with Lyneer Staffing Solutions, LLC and Lloyd Staffing, Inc. will support the use of temporary help services to maximize resources, improve customer service and ensure regulatory compliance and performance mandates for the Medi-Cal, CalFresh and Child Welfare Services programs and general administrative support.

 

 

BACKGROUND INFORMATION:

 

The Social Services Agency (SSA) is requesting the Board of Supervisors' (Board) approval to execute the amendments to renew the two contracts with Lyneer Staffing Solutions, LLC (LSS) and Lloyd Staffing, Inc. (Lloyd) for temporary help services in an aggregate amount not to exceed $1,561,142, for the period of February 1, 2020, through January 31, 2021, per the terms, conditions and pricing of the County’s Regional Cooperative Agreements (RCA) for these types of services.

 

The Board originally approved the two temporary help service contracts on January 26, 2016, for the period of February 1, 2016, through January 31, 2017, with LSS and Lloyd, renewable for four additional one-year terms per 2012 Contract Policy Manual Section 3.3-106. The first one-year renewals were authorized administratively per the 2012 Contract Policy Manual Section 3.3-106 (1)(c) for the period of February 1, 2017, through January 31, 2018, with LSS and Lloyd. On December 12, 2017, the Board approved the second one-year renewal period with LSS and Lloyd for the period of February 1, 2018, through January 31, 2019. On December 18, 2018, the Board approved the third one-year renewal period with LSS and Lloyd for the period of February 1, 2019, through January 31, 2020.

 

Temporary help services are needed to maximize SSA resources, improve customer service and ensure regulatory compliance and performance mandates in Medi-Cal, CalFresh and Child Welfare Services programs. Additionally, temporary help services provide general administrative support to achieve these federal and state mandates. Clerical temporary help services are utilized on an as needed basis to maintain business continuity and compliance with mandates when there is staff shortage due to temporary absences, heavy peak load periods and special projects that are of a short duration such as shifting, purging and imaging closed files, surplusing, and addressing seasonal workloads fluctuations. Both contracts are utilized to access the best hourly rates for various job classifications.

 

LSS

The Contractor's performance has been confirmed as satisfactory. SSA has verified there are no concerns that must be addressed with respect to Contractor’s ownership/name, litigation status or conflicts with County interests.


Lloyd

The Contractor's performance has been confirmed as at least satisfactory. SSA has verified there are no concerns that must be addressed with respect to Contractor’s ownership/name, litigation status or conflicts with County interests.

 

These contracts do not currently include subcontractors or pass through to other providers.  See Attachment C for Contract Summary Forms. These contracts, due to the nature of the services, could require the addition of subcontractors.  In order to add subcontractor(s) to the contract, the contractor must seek express consent from SSA. Should the addition of a subcontractor impact the scope of work and/or contract amount, SSA will bring the item back to the Board for approval.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for these contracts are included in Budget Control 063, Social Services Agency for the Fiscal Year 2019-20 Budget and will be included in the budgeting process for future years.

 

These contracts are funded by 33 percent federal, 62 percent state and 5 percent County General Funds. Federal dollars are comprised of Child Welfare Services and CalFresh funding as well as funding derived from general administrative support costs. State dollars are comprised of Child Welfare Services, CalFresh and Medi-Cal allocation funding as well as funding derived from general administrative support costs. County General Funds will be used toward the required match to access federal and state funding. Medi-Cal requires no County share of cost.

 

 

Contingency of Funds

 

The proposed contract includes provisions that the contract is contingent upon the availability of funds and inclusion of sufficient funds in the budget approved by the Board for each fiscal year the contract remains in effect or operation. In the event such funding is terminated or reduced, the County may terminate the contract, reduce the County’s maximum obligation or modify the contract, without penalty.
