SUMMARY:
The Orange County HIV Planning Council is mandated to set service category priorities and funding allocations for Ryan White Act funds in Orange County, and in support of that function, the Health Care Agency requests approval of the appointments of two applicants to the Council and the reappointment of six current members.
BACKGROUND INFORMATION:
The Orange County HIV Planning Council (Council), composed of up to 27 members, is an appointed body of the Board of Supervisors (Board). The mission of the Council is to “work in partnership with affected communities, service providers, philanthropists, and public health professionals, to support an accessible, culturally competent continuum of HIV prevention and care services that promotes optimal health, fosters self-sufficiency, reduces stigma and discrimination, and results in a community where new HIV infections are rare.”
The Council serves as the HIV Health Services Planning Council as required by the Ryan White HIV/AIDS Treatment Extension Act of 2009 (Ryan White Act). The Health Care Agency (HCA) receives approximately six million dollars annually in Ryan White Part A funding, over which the Council has federally mandated responsibilities which include:

Developing the Integrated Prevention and Care Plan every three years and conducting an assessment of persons living with HIV disease (PLWHD) service needs which includes: an epidemiological profile; an assessment of service needs and barriers; a resource inventory; a profile of provider capacity and capability; an estimation and assessment of unmet need (persons living with HIV who are not in medical care); and an estimation and assessment of individuals who are HIV-positive and unaware of their status. |

2. |
Establishing priorities for care, treatment, and supportive services for PLWHD and determining the allocation of Ryan White Act Part A funds to services prioritized within Orange County, including instructions on how best to meet each priority. |

3. |
Assessing the ongoing efficiency of the administrative mechanism (i.e. HCA) to rapidly allocate funds to the areas of greatest need within Orange County. |
The Ryan White Act includes specific requirements to assure that the Council has broad representation, which includes having members that represent specific perspectives and roles as well as an overall requirement that at least one-third (33%) of the Council membership be unaligned (non-conflicted) consumers of HIV services. Membership requirements and the application process are defined in the Board-approved Council bylaws and in the Membership Committee's policies and procedures (subcommittee of the Council responsible for Council recruitment). The Council maintains year-round open recruitment for qualified candidates. The last Board appointments were made on August 23, 2016, November 22, 2016, March 14, 2017, and August 22, 2017. With approval of these appointments, the Council still has the capacity to fill nine additional seats including one mandated category (Hospital Planning Agency or Healthcare Planning Agency).

* Mr. Meulman is HCA’s Manager of Disease Control and Epidemiology which oversees management of all federal Ryan White funding. One responsibility of his position is to fill the federally mandated seat of Local Public Health Agency on the Council. He lives in Los Angeles County.
** Mr. Ramirez is a manager with the City of Anaheim and oversees the federal Housing Opportunity’s for Persons with AIDS (HOPWA) grant directed received by Anaheim on behalf of the county. The Council serves as the advisory body to the City of Anaheim for HOPWA services; therefore, his participation is critical to the Council and to his role in managing HOPWA, which has historically made his position the most appropriate one to fill the federally mandated seat of Other Federal HIV Program. He lives in Los Angeles County.
APPOINTMENTS:
James Wesley Fought: Mr. Fought is currently an affiliate member being considered for full voting member. Mr. Fought is a previous voting member who left on good terms with Council membership and recently returned. Mr. Fought is also a member the HIV Client Advocacy Committee (HCAC) and the Membership and Training (Membership) Committee. Mr. Fought fulfills the mandated membership category of Unaligned Consumer and Representative of/or formerly incarcerated PLWHD.
Ralph Ponce: Mr. Ponce is currently an affiliate member being considered for full voting member. Mr. Ponce is a previous voting member who left on good terms with Council membership and recently returned. Mr. Ponce is also a member of the Membership Committee. Mr. Ponce fulfills the mandated membership category of Unaligned Consumer and would fill a General Community Member seat.
REAPPOINTMENTS FOR
TERMS ENDING DECEMBER 31, 2017:
Bobby Avalos: Mr. Avalos is a current Council member since 2012, HCAC member since 2011, Priority Setting, Allocations and Planning (PSAP) committee member since 2013, and Membership Committee member since 2013. Mr. Avalos has served as an officer of several committees and is currently the Chair of Council and PSAP. Mr. Avalos fulfills the mandated category of Unaligned Consumer and fulfills a mandated membership category of Affected Communities: including PLWH and historically underserved subpopulations.
Marc Meulman: Mr. Meulman is a current Council member since 2014 and an Executive Committee member since 2013. Mr. Meulman is the Division Manager for HCA, Disease Control and Epidemiology Division. Mr. Meulman fulfills the mandated category of Local Public Health Agencies-Orange County.
Maria Negrete: Ms. Negrete is a current Council member since 2015. Ms. Negrete is the Community Health Worker/Covered California Enrollment Counselor for the Delhi Community Center. Ms. Negrete fulfills the category of General Community Member.
John Paquette: Mr. Paquette is a current Council member since 2010. Mr. Paquette has served on all of the committees. Mr. Paquette is an Unaligned Consumer and fulfills the mandated membership category of PLWH/A Co-Infected with Hepatitis B or C.
Albert Ramirez: Mr. Ramirez is a current Council member and a member of the Housing Committee since 2014. Mr. Ramirez represents the City of Anaheim as the Administrator for Housing Opportunities for Persons with AIDS. Mr. Ramirez fulfills the mandated membership category of Other Federal HIV Programs.
Christopher Ried: Dr. Ried is a current Council member since 2005. Dr. Ried is the Medical Director of HIV/STD Services with the Health Care Agency. Dr. Ried fulfills the mandated membership category of Part C Provider.
HCA requests the Board approve the Orange County HIV Planning Council appointments and reappointments for the term ending December 31, 2019, as referenced in the Recommended Actions.
