RECOMMENDED ACTION(S):

 

 

1.

Approve the following recommended appointments to the Orange County HIV Planning Council for the term ending December 31, 2020: Cindy “Michelle” Gallardo and Keean Kirk.

 

2.

Approve the following recommended reappointments to the Orange County HIV Planning Council for the term ending December 31, 2020: Pamela Smith and Angel VanStark.

 

 

 

 

SUMMARY:

 

The Orange County HIV Planning Council is mandated to set service category priorities and funding allocations for Ryan White Act Part A funds in Orange County and in support of that function, the Health Care Agency requests approval of two appointments to the Orange County HIV Planning Council and the reappointments of two current members.

 

 

 

BACKGROUND INFORMATION:

 

The Orange County HIV Planning Council (Council), composed of up to 27 members, is an appointed body of the Board of Supervisors (Board). The mission of the Council is to “work in partnership with affected communities, service providers, philanthropists, and public health professionals, to support an accessible, culturally competent continuum of HIV prevention and care services that promotes optimal health, fosters self-sufficiency, reduces stigma and discrimination, and results in a community where new HIV infections are rare.”

 

The Council serves as the HIV Health Services Planning Council as required by the Ryan White HIV/AIDS Treatment Extension Act of 2009 (Ryan White Act).  The Health Care Agency (HCA) receives approximately $6 million annually in Ryan White Part A funding, over which the Council has federally mandated responsibilities, which include:

 

1.

Developing a multi-year plan and conducting an assessment of persons living with HIV (PLWH) service needs which include: an epidemiological profile; an assessment of service needs and barriers; a resource inventory; a profile of provider capacity and capability; an estimation and assessment of unmet need (PLWH who are not in medical care); and an estimation and assessment of individuals who are HIV-positive and unaware.

 

2.

Establishing priorities for care, treatment, and supportive services for PLWH and determining the allocation of Ryan White Act Part A funds to services prioritized within Orange County, including instructions on how best to meet each priority.

 

3.

Assessing the ongoing efficiency of the administrative mechanism (i.e. HCA) to rapidly allocate funds to the areas of greatest need within Orange County.

 

The Ryan White Act includes specific requirements to assure that the Council has broad representation, including unaligned (non-conflicted) consumers of HIV services. Membership requirements and the application process are defined in the Council Bylaws and policies and procedures.  The Council maintains year-round open recruitment for qualified candidates.  The last Board appointments were made on August 28, 2018. With approval of these appointments, the Council still has the capacity to fill 13 additional seats including three mandated categories. The vacant mandated categories include: (I) State Government (including the State Medicaid agency and the agency administering the program under part B of this subchapter), (F) hospital planning agencies or health care planning agencies, (L) grantees under other federal HIV programs, including but not limited to providers of HIV prevention services.

 

APPOINTMENTS:

 

Cindy “Michelle” Gallardo: Ms. Gallardo represents the City of Anaheim as the Assistant for the Community and Economic Development Department and aid in the administration of the Housing Opportunities Persons with AIDS (HOPWA) program. Ms. Gallardo fulfills the mandated membership category: (K) Grantees under Section 300ff-71 of Title 42 of the United States Code, or, if none are operating in the area, representatives of organizations with a history of serving children, youth, women, and families living with HIV and operating in the area.

 

Keean Kirk: Mr. Kirk is a Case Manager and Associate Therapist at Shanti Orange County.  Mr. Kirk fulfills the mandated membership category: (B) community-based organizations serving affected populations and AIDS service organizations.

 

REAPPOINTMENTS:

 

Pamela Smith: Ms. Smith has been a Council member since 2016, Executive Committee member since 2017, HIV Client Advocacy Committee member since 2011, Integrated Plan Committee member since 2016, and Priority Setting, Allocations, Planning Committee (PSAP) since 2015. She is currently the Chair of PSAP.  Ms. Smith is also an unaligned consumer.

 

Angel VanStark: Mr. VanStark has been a Council member since 2017, Priority Setting, Allocations, and Planning Committee member since May 2018, and Executive Committee At Large member since April 2018. He is also the Orange County representative on the California Planning Group for the California State Office of AIDS. Mr. VanStark fulfills a mandated membership category: (H) Non-elected community leader.

Cindy “Michelle Gallardo”: Ms. Gallardo represents the City of Anaheim as the Assistant for the Community and Economic Development Department and assists in the administration of the HOPWA program. Ms. Gallardo fulfills the mandated membership category of grantees under Section 300ff-71 of title 42 of the United States Code, or, if none are operating in the area, representatives of organizations with a history of serving children, youth, women, and families living with HIV and operating in the area. Ms. Gallardo is a Los Angeles resident but works for the city of Anaheim.
