Employee Retirement Pick-Ups for County Elected Officials |
RECOMMENDED ACTION:
1. Direct the Registrar of Voters to place An Ordinance of the County of Orange, Adding Article V, Section 501 to the Charter of Orange County to Prevent the County of Orange from Paying Required Employee Contributions for Members of the Board of Supervisors and Other County Elected Officials Who Begin a Term on or After January 1, 2015, on the ballot and to consolidate that election with the Statewide primary election to be held on June 3, 2014.
2. Direct County Counsel to prepare the ballot title and summary of the ordinance, the impartial analysis of the ordinance, and to submit them to the Registrar of Voters.
SUMMARY/BACKGROUND:
SUMMARY:
Amend the County Charter to require Members of the Board of Supervisors and other County elected officials to pay their full employee retirement contribution for terms of office that begin on or after January 1, 2015.
BACKGROUND:
On May 21, 2013, the Board of Supervisors voted to require:
The proposed action in another agenda item from this meeting will additionally require that Members of the Board of Supervisors to pay their full employee retirement contribution, effective November 5, 2013.
Even though the current Board of Supervisors has voted to require themselves and other County elected officials to pay their full employee retirement contribution, no one knows what a future Board might do. A future Board could undo this action and exempt the Board or other County elected officials from paying their full employee retirement contribution.
Only by placing this charter amendment on the ballot can Orange County residents be ensured that they will always have the right to vote on any future effort to exempt County elected officials from paying their full employee retirement contribution.
