RECOMMENDED ACTION(S):

 

 

1.

The Board previously found on March 4, 2008 that the proposed project is Categorically Exempt (Class 1) from the provisions of CEQA pursuant to Section 15301.  No substantial changes have been made in the project, no substantial changes in the circumstances under which the project is being undertaken, and no new information of substantial importance to the project which was not known or could not have been known when the previous CEQA finding was adopted has become known and no further environmental review is required.

Approve and authorize the Sheriff-Coroner or her designee to execute Amendment One to the Architect-Engineer Agreement with TMAD, Taylor & Gaines, in the amount of $6,650 for a new total amount not to exceed $85,550, for the design to connect electrical components in the closed circuit television (CCTV) room at the Theo Lacy Facility to an emergency power source.

 

 

 

 

SUMMARY:

 

The Sheriff-Coroner requests approval of Amendment One to the Architect-Engineer Agreement with TMAD Taylor & Gaines, in the amount of $6,650 for a new total not to exceed $85,550, for the design to connect the electrical components in the CCTV room at the Theo Lacy Facility to an emergency power source.

 

 

 

BACKGROUND INFORMATION:

 

On May 6, 2008, your Board awarded the agreement to design and engineer the electrical requirements to support the proposed new CCTV system at the Theo Lacy Facility to TMAD, Taylor & Gaines in the amount of $72,000.  The initial design was completed but because of funding issues the implementation of the project was put on hold.

 

In December of 2012, Change Order No. 1 to the agreement with TMAD, Taylor & Gaines was issued administratively in accordance with the Contract Policy Manual (CPM), by the Director of Sheriff’s Research and Development in the amount of $6,900.  Change Order No.1 included the preparation of revised construction documents depicting some reduced changes in scope; the  incorporation of changes in the Building Code which had occurred since the initial plans and specifications were completed; and the re-submittal of the plans to the authorities having jurisdiction, (i.e., building and fire safety), for the reissuance of permits.

 

The current Proposed Amendment One, in the amount of $6,650, includes engineering and design changes required to connect the electrical supply system serving the CCTV components to an auxiliary power source (i.e., electrical generator).  Connection to an auxiliary power source is necessary in times of emergency such as a power outage.   During the initial design of the CCTV system, there was not adequate excess auxiliary power available to support the CCTV system.  However, due to the efficiencies of newer equipment and other reductions in auxiliary/emergency power requirements within the facility, connection to an auxiliary power source is now possible.

 

Per the 2012 CPM, section 3.5-112, the cumulative total of changes to this agreement requires the approval of your Board.  Approval of proposed Amendment One will bring the revised agreement amount with TMAD, Taylor & Gaines to $85,550.

CEQA Compliance:  The Board previously found on March 4, 2008 that the proposed project is Categorically Exempt (Class 1) from the provisions of CEQA pursuant to Section 15301, because it consists of modifications to the electrical system in an existing public facility, involving no expansion of its use.
