BACKGROUND INFORMATION:

The Homeland Security Grant Program is comprised of four interconnected grant programs:  State Homeland Security Program (SHSP), Urban Areas Security Initiative (UASI), Metropolitan Medical Response System (MMRS), and Citizen Corps Program (CCP).  The U.S. Department of Homeland Security provides funding through UASI to enhance regional preparedness in major metropolitan areas.  The UASI program directly supports the national priority of expanding regional collaboration identified in the National Preparedness Guidelines, and is intended to assist participating jurisdictions in developing integrated regional systems for prevention, protection, response, and recovery.  UASI program funds address the unique planning, organization, equipment, training, and exercise needs of high-threat, high-density Urban Areas, and assist them in building an enhanced and sustainable capacity to prevent, protect against, respond to, and recover from acts of terrorism.

Anaheim and Santa Ana have been identified by the Department of Homeland Security as core cities for an eligible Urban Area.  The City of Anaheim is receiving 2012 UASI grant funding on behalf of the Urban Area that includes Orange County. The terms of the grant requires the City of Anaheim to apply specified grant funds to purchase equipment, technology or services to enhance countywide emergency preparedness.

On April 19, 2013 the Board of Supervisors authorized the Sheriff-Coroner to execute, on behalf of the County of Orange, the “Agreement for Transfer or Purchase of Equipment/Services or for Reimbursement of Training Costs for FY2012 Urban Areas Security Initiative” with the City of Anaheim.  No appropriations were requested at that time as equipment was to be purchased by the City of Anaheim and transferred to the County under the Agreement.  In the intervening months, Anaheim has agreed to reimburse the County for costs associated with upgrading information technology for  the Orange County Intelligence Assessment Center (OCIAC), rather than purchasing the equipment and transferring it to the County.

Using funding from the Urban Area Security Initiative (UASI) grant program, OCIAC will upgrade their existing information technology infrastructure to include: a highly-available Microsoft Exchange 2013 infrastructure; a Lync 2013 infrastructure for purposes of instant messaging, presence awareness, and audio/video conferencing for both internal and external users; and a two-server Private Key Infrastructure (PKI) solution.

FINANCIAL IMPACT:

There is no match requirement for this grant funding.  Budget adjustments will be requested in the FY 2013-14 First Quarter Budget Report.
