RECOMMENDED ACTION(S):

 

Approve and authorize the County Purchasing Agent or authorized Deputy to execute Amendment Four to Contract MA-060-14010447 with Yorba Regional Animal Hospital and Pet Resort, Inc. for veterinary and boarding services to renew the contract in the annual not-to-exceed amount of $135,000 for the period of December 20, 2015 through December 19, 2016, for a cumulative total contract amount not to exceed $366,000.

 

 

 

 

SUMMARY:

 

Approval of Amendment Four to the Yorba Regional Animal Hospital and Pet Resort, Inc. contract will allow the Sheriff-Coroner Department to continue to contract to provide veterinary services and safe accommodations to safely board the County's valuable K-9s and to provide needed veterinary care.

 

 

 

BACKGROUND INFORMATION:

 

The Sheriff-Coroner Department (Sheriff) requires a contract for veterinary care and boarding services for police K-9s.  The contract with Yorba Regional Animal Hospital and Pet Resort, Inc. (Yorba Regional), which provides for these services, was entered into on December 20, 2013 for a one year period in an annual not-to-exceed amount of $81,000, renewable for four additional one year periods following a competitive bid process.  On July 14, 2014, Amendment One was approved to increase the contract by $5,000 to add an additional ordering location for a new annual not-to-exceed amount of $86,000.  The contract and Amendment One were approved administratively by the Purchasing Agent based on the delegated authority granted by the Board of Supervisors (Board) as reflected in the County's Contract Policy Manual (CPM), Section 3.3.

 

On November 25, 2014, the Board approved Amendment Two to increase the Yorba Regional contract amount by $10,000 to add the Narcotics Division as an additional ordering location for a new annual not-to-exceed amount of $96,000 for the period of December 20, 2013 through December 19, 2014, and renewed the contract for the period of December 20, 2014 through December 19, 2015 in the annual not-to-exceed amount of $126,000.  Amendment Three, approved administratively pursuant to the CPM Section 3.3, increased the Yorba Regional current contract by a total of $9,000.  The increase allowed the Sheriff to add the Intake Release Center as an additional ordering location in the amount of $5,000, and increased the amount available to the James A. Musick Facility by $4,000 for a revised not-to-exceed amount of $135,000 for the contract period of December 20, 2014 through December 19, 2015.  Proposed Amendment Four will renew the contract for the period of December 20, 2015 through December 19, 2016 in the annual not to exceed amount of $135,000.  This contract does not include subcontractors or pass through to other providers.  See Attachment C for Contract Summary Form.  This vendor has been performing satisfactorily. 

 

 

 

FINANCIAL IMPACT:

 

Appropriations and revenue for this Amendment are included in the Sheriff-Coroner's FY 2015-16 Adopted Budget for Budget Control 060 and Fund 132, Sheriff's Narcotics Program, and will be included in the budgeting process for future years.  Fund 132 contains revenue that is made available through the sharing of federally forfeited assets from the U.S. Department of Justice.  The agreement contains language allowing the Sheriff-Coroner Department to terminate the contract without penalty with cause or after 30 days of written notice without cause in the event that funding is reduced and/or not available to continue funding the agreement.
