SUMMARY:
Approval of Agreements for Architect-Engineer On-Call Services with Willdan Engineering, Onward Engineering, GHD Incorporated (formerly Winzler & Kelly), Civil Works Engineers Incorporated, Moffatt & Nichol, and Atkins North America Incorporated (formerly PBS&J) for an aggregate amount not to exceed $1,800,000 will supplement County resources for completing road projects.
BACKGROUND INFORMATION:
OC Public Works requires the services of Architect-Engineer (A-E) firms implementing the Road Capital Improvements Program, completing technical reviews, and providing as-needed assistance on road projects. On May 3, 2011, your Board selected sixteen A-E firms in a ranked order to provide on-call design services for road projects and authorized OC Public Works to negotiate agreements on an as-needed basis with individual Agreements not to exceed amount of $300,000 for a three year term.
On September 20, 2011, your Board approved agreements with Huitt-Zollars Incorporated, Stantec Consulting Services Incorporated, CivilSource Incorporated, and AECOM Technical Services Incorporated, the first four firms on the approved ranked selection list. On February 7, 2012, your Board approved agreements with URS Corporation, Bureau Veritas North America Incorporated, PENCO Engineering Incorporated, Harris & Associates, PSOMAS, and RBF Consulting, the next six firms on the approved ranked selection list. The project specific Scopes of Work established with these firms are as follows:

Willdan Engineering, Onward Engineering, GHD Incorporated (formerly Winzler & Kelly), Civil Works Engineers Incorporated, Moffatt & Nichol, and Atkins North America Incorporated (formerly PBS&J) are the remaining six firms on the approved ranked selection list. Upon approval of recommended Agreements by your Board, project specific scopes of work will be established with each A-E firm to perform on-call support services as needed for the road projects listed in the June 18, 2013 Board approved County 7-Year Transportation Capital Improvement Program for Fiscal Year 2013-2014 through 2019-2020. The road projects include but are not limited to: Modjeska Canyon Road North Roadway and Drainage, Modjeska Grade Improvements, Irvine Boulevard Widening, McFadden Avenue Reconstruction, Orange Park Boulevard and Meads Avenue Road Improvements, El Toro Road Widening and Brea Boulevard Widening.
Compliance with CEQA: This action is not a project with the meaning of CEQA Guidelines Section 15378 and CEQA is inapplicable since it will not result in any direct or indirect physical change in the environment and does not involve an irrevocable commitment of resources by the County to the activity since this action involves the approval of on-call contracts which may lead to negotiation of an agreement. CEQA is therefore inapplicable. Any future action that constitutes a project will be reviewed for compliance with CEQA.
