RECOMMENDED ACTION(S):

Approve two midterm appointments to the Orange County Mental Health Board:

Appointment of Karyl Dupee for a three-year term effective upon board approval and expiring on August 14, 2019.

Appointment of Robert McCarron for a three-year term effective upon board approval and expiring on March 14, 2021.

SUMMARY:

Approval of two appointments to the Orange County Mental Health Board of Karyl Dupee and Robert McCarron.

BACKGROUND INFORMATION:

The Orange County Mental Health Board (MHB) is authorized by the Bronzan-McCorquodale Act, Section 5600 et. seq., California Welfare and Institutions Code, to advise the County Board of Supervisors and the Mental Health Director on any aspect of the local mental health program.

The MHB consists of one member of the Board and 15 members appointed by the Board of Supervisors that include consumers of mental health services, family members and professionals who have knowledge and experience of the mental health system. Currently, there are 10 active members on the MHB with a total of 6 vacancies.

The Health Care Agency (HCA) has complied with procedures, as directed by your Honorable Board, in nominating appointments for Boards, Commissions and Committees and requests that the Board approve the recommended appointments of the following candidates to the MHB. If the appointments are approved, the MHB will have a total of 12 active members and 4 vacancies.

Karyl Dupee is a licensed Marriage and Family Therapist (LMFT) currently working as a Clinical Supervisor for St. Jude Medical Center. In addition, Ms. Dupee is a psychotherapist at Barthel, Dupee & Madrid Counseling Services in Santa Ana and has continued to be an active member of several committees such as the California Association of Marriage and Family Therapists. In addition, she has served previously on the MHB as a district representative for District 1. Ms. Dupee fills a Family Member slot that is being assumed midterm due to an unfilled vacancy. She will be eligible for her first three-year term for the MHB if reappointed in August 2019. She is a resident of Orange County and is registered to vote.

Robert McCarron is a professor and Vice Chair of Education and Integrated Care, and is the Residency Program Director in the Department of Psychiatry and Human Behavior at University of California, Irvine. He completed a dual residency in internal medicine and psychiatry at Rush University and is actively engaged in multiple organizational memberships, such as the California Psychiatry Association. Mr. McCarron fills a Mental Health Professional slot that is being assumed midterm due to an unfilled vacancy. He will be eligible for his first three-year term for the MHB if reappointed in March 2021. He is a resident of Orange County and is registered to vote.

HCA requests the Board approve two appointments to the MHB as referenced in the Recommended Actions.
