RECOMMENDED ACTION(S):
Authorize the County Procurement Officer or authorized Deputy to execute a two-year contract extension with Riskonnect, Inc. for Risk and Claims Management Information System Solution and Services in the amount of $83,294 per year for a total of $166,588, effective December 10, 2018, through December 9, 2020, for a cumulative total not to exceed $705,933.
SUMMARY:
Approval to extend the contract with Riskonnect, Inc. will allow CEO Risk Management to continue performing its core operational functions including: liability claims administration, litigation management, and liability risk analysis and reporting.
BACKGROUND INFORMATION:
CEO Risk Management’s long term strategic plan identified the need for a state-of-the art robust risk and claims management information system. On December 10, 2013, your Honorable Board approved a contract with Riskonnect, Inc. for a five-year term to develop a Risk and Claims Management Information System (RCMIS) for the County of Orange. The new system has been in use since July 2014. The robust design of the RCMIS allows CEO Risk Management to manage the Liability Self-Insurance Program and improve operational efficiencies through automation, system designed workflows and business rules as well as enhanced reporting capabilities.
County Departments are regularly provided with comprehensive and informative reports regarding their loss activities and trends to aid in their loss prevention efforts. They are able to use this information to identify problem areas and high cost claims and, if appropriate, implement operational changes in order to reduce both the frequency and severity of liability claims. The system has also enabled CEO Risk Management to answer Public Records Act (PRA) demands from the public, media and plaintiff attorneys more effectively.
This contract does not currently include subcontractors or pass through to other providers. A Contractor Performance Evaluation form was completed, which rated the overall quality of the Contractor’s performance as at least satisfactory. CEO Risk Management has verified there are no concerns that must be addressed with respect to RCMIS’s ownership/name, litigations status or conflicts with County interests.
Prior to contract expiration, the department plans to issue a solicitation to continue services.
FINANCIAL IMPACT:
Appropriations for this Contract are included in the FY 2018-19 Budget and will be included in the budgeting process for future years for the Property & Casualty Risk ISF (Fund 294). The Contract’s fees by fiscal year since contract inception are shown in the table below:
