RECOMMENDED ACTION(S):

 

 

1.

Find that the Ralph B. Clark Regional Park Pedestrian Bridge Replacement Project is categorically exempt from CEQA, Class 1 (Existing Facilities) and Class 2 (Replacement or Reconstruction) pursuant to CEQA Guidelines Section 15301 and 15302.

 

2.

Authorize the Director of OC Public Works or designee to adopt Plans, Specifications and Bid Documents for the Ralph B. Clark Regional Park Pedestrian Bridge Replacement Project that are on file with the Clerk of the Board.

 

3.

Authorize the Clerk of the Board to advertise the Ralph B. Clark Regional Park Pedestrian Bridge Replacement Project for bids and set 2:00 p.m., November 21, 2018, as the time and date for bid opening, unless extended pursuant to Public Contract Code Section 4104.5.

 

 

 

 

SUMMARY:

 

Approval of the Plans, Specifications and Bid Documents and authorizing the Clerk of the Board to advertise the Ralph B. Clark Regional Park Pedestrian Bridge Replacement Project for bids will improve public safety and enhance park aesthetics.

 

 

 

BACKGROUND INFORMATION:

 

Ralph B. Clark Regional Park features approximately 100-acres of recreation space with amenities such as sports fields, tennis courts, picnic shelters, an interpretive center, turf areas, unpaved trails and a fishing lake that is just under 90,000 square feet and is located within the cities of Buena Park and Fullerton There are three pedestrian bridges and a concrete walkway situated near the fishing lake.

 

The Ralph B. Clark Regional Park Pedestrian Bridge Replacement Project (Project) entails replacement of three existing pedestrian bridges and a concrete walkway which were built in 1981, which is necessary due to the decreasing level of service, reliability and performance. Two bridges will be replaced with new prefabricated steel pedestrian truss bridges and one bridge will be replaced with a new retaining wall walkway. Additionally, the existing concrete walkway needs to be replaced with a new concrete walkway. The Project will improve public safety, reduce future maintenance costs and the new bridges will meet current design and Americans with Disabilities Act (ADA) standards.

 

Pre-Qualification List of Contractors: 

In an effort to deliver quality projects on-time and within budget, OC Public Works has implemented a Bidder Pre-Qualification Process to better select the most experienced, responsible and responsive contractors.

 

Upon Board of Supervisors (Board) approval, OC Public Works will be soliciting for contractor essential qualifications for the Project. Only pre-qualified contractors shall be permitted to bid on the Project.

 

Compliance with CEQA: The proposed Project is Categorically Exempt (Classes 1 and 2) from the provisions of CEQA pursuant to Sections 15301 and 15302 of the CEQA Guidelines, because it consists of replacing existing pedestrian bridges to bring them up to code and replacing a concrete walkway to meet ADA requirements involving negligible or no expansion of use beyond existing and will still be located on the same site and have substantially the same purpose and capacity as the bridges and walkways being replaced.

 

 

 

FINANCIAL IMPACT:

 

Estimated Project costs are included in the FY 2018-19 Budget from OC Parks Fund 406. This information is pertinent to the advertisement process only and OC Public Works will include additional financial information at time of construction award.
