RECOMMENDED ACTION(S):

Find that the donation of used books will serve a public purpose of the County of Orange in accordance with Government Code Section 25372 by assisting Orange County residents and reducing solid waste going to landfills. |

SUMMARY:
The requested action authorize the donation of used books to local libraries or other entities and will reduce solid waste from being sent to landfills; in addition, any books and publications not donated will be destroyed according to established County Executive Office Surplus Program guidelines.
BACKGROUND INFORMATION:
For appropriate document management and due to the future relocation of OC Public Works to Building 16, OC Public Works needs to reduce the inventory of County of Orange (County) owned library books and publications. Working with the County Executive Office (CEO) Surplus Coordinator, OC Public Works notified the County Archivist, OC Public Libraries, other County agencies and various city and college libraries that books and publications are available for donation. The books and publications available for donation are listed on Attachment A. The remaining items not claimed, will be processed in accordance with the CEO Surplus Program guidelines, which include recycling of the books and publications. There is no cost to the County for donation of books and publications.
Compliance with CEQA: This action is not a project within the
meaning of CEQA Guidelines Section 15378 and is therefore not subject to CEQA,
since it does not have the potential for resulting in either a direct physical
change in the environment or a reasonably foreseeable indirect physical change
in the environment. The approval of this agenda item does not commit the County
to a definite course of action in regard to a project since the action
authorized is for OC Public Libraries to donate used books to local libraries
and other entities. This proposed activity is therefore not subject to CEQA.
Any future action connected to this approval that constitutes a project will be
reviewed for compliance with CEQA.
