RECOMMENDED ACTION(S):

 

Receive and file the FY 2017-18 annual Inmate Welfare Fund Revenue and Expenditure Reports.

 

 

 

SUMMARY:

 

Acceptance of the Fiscal Year 2017-18 annual Inmate Welfare Fund Revenue and Expenditure Reports allows the Sheriff-Coroner Department to meet the requirements of the Penal Code regarding assuring the appropriate use of inmate welfare funds.

 

 

BACKGROUND INFORMATION:

 

As required by Penal Code section 4025(e), the Sheriff-Coroner Department (Sheriff) is submitting the annual report on Inmate Welfare Fund revenues and expenditures for Board of Supervisors (Board) review.  The report is for the period of July 1, 2017 through June 30, 2018 (FY 2017-18).  Consistent with the Penal Code, Inmate Welfare funds were expended for the benefit, education, and welfare of the inmates confined in the Orange County jails.  Total funds expended for FY 2017-18 were $3,397,069. The revenue sources for the Inmate Welfare Fund include commission earned on the inmate telephone system in the jails, telephone administration cost reimbursement for the inmate telephone system, educational reimbursement from the State of California for provision of classes to inmates, Commissary warehouse space rental revenue, Jail Commissary profit, interest income, and other miscellaneous sources.  Total Inmate Welfare Fund revenues in FY 2017-18 totaled $4,744,390.

 

The Board accepted and filed FY 2013-14, FY 2014-15, FY 2015-16 and FY 2016-17 Inmate Welfare Fund expenditure reports on October 28, 2014, October 6, 2015, October 25, 2016 and October 17, 2017 respectively.
