RECOMMENDED ACTION(S):
Receive and file status of IT Sourcing RFP and revised project timeline.
SUMMARY:
In February 2010 your Board authorized the development of a Request for Proposal (RFP) for a managed services contract for IT services currently provided through CEO/IT via the ACS contract. In June 2010 the Board established a Board IT Committee to review the recommendations and findings from the Performance Auditor reports, before considering release of the IT Sourcing RFP. The RFP development process was put on-hold until January 2011. The RFP was released in April, 2011 and proposals were received on June 29, 2011. The proposal evaluation process has been extensive, involving non-County and County stakeholders from Agencies/Departments and CEO/IT. After initial review of the written proposals and presentations by Vendors, it is apparent that the Vendors need more clarification from the County in order to completely address the County’s requirements for Voice and Data Network Services. This will add additional time to the schedule but will ensure that the County receives a comprehensive solution.

In June 2010 the Board established a Board IT Committee to review the recommendations and findings from the Performance Auditor reports, before considering release of the IT Sourcing RFP. The RFP development process was put on-hold until January 2011. The RFP was released in April, 2011 and proposals were received on June 29, 2011.
The proposal evaluation process has been extensive, involving over 40 non-County and County stakeholders from Agencies/Departments and CEO/IT. During July and August the teams evaluated written proposals, followed by Vendor presentations from the end of August through September 7, 2011. After initial review of the written proposals and presentations by Vendors, it is apparent that the Vendors need more clarification from the County in order to completely address the County’s requirements for Voice and Data Network Services. We need to incorporate additional time to the schedule in order to provide clarification and allow Vendors an opportunity to fully address the County’s requirements for Voice and Data Network Services.
Attached is the revised, high-level timeline,
incorporating an additional three (3) months, with contract award of the new managed
services provider(s) scheduled for end of June 2012.
