RECOMMENDED ACTION(S):

 

Authorize the County Procurement Officer or authorized Deputy to execute Evans Gun World Waterfowler Gear, Inc. contract for the use of shooting range facilities, effective upon Board of Supervisors approval and the execution of all necessary signatures through September 30, 2020, for a not to exceed amount of $45,000.

 

 

 

SUMMARY:

 

Approval of the Evans Gun World Waterfowler Gear, Inc. contract will allow the Sheriff-Coroner Department to have access to an additional shooting range for the training of its sworn staff while the current range facility is being renovated.

 

 

BACKGROUND INFORMATION:

 

The Sheriff-Coroner Department (Sheriff) requires a private gun range to conduct tactical and advanced firearms training for its safety officers.  Safety officers need to develop and train the physical and mental skills necessary for responding to dangerous and threatening situations.  During training, safety officers simulate reality-based encounters and scenarios that test their ability to make critical decisions under stressful conditions.  Sheriff's Katella Shooting Range is under construction and a new site is needed to conduct this training while the Katella Shooting Range is not available.

 

Per the County Contract Policy Manual, Section 4.7-103 (2) (a), vendor selection for contracts below $75,000 for the life of the contract require a minimum of one written quote.  One quote, from Evans Gun World Waterfowler Gear, Inc. (Evans Gun World), was received.  Evans Gun World is proximate to the current range and was able to meet the needs of the range schedule.

 

Sheriff staff have conducted due diligence on Evans Gun World.  Reference checks were satisfactory and completed  with the organizations listed below regarding similar projects:

This contract includes non-standard insurance language negotiated by CEO/Risk Management, and mutual indemnification language negotiated by County Counsel.  See Attachment B - Risk Assessment or Modification of Insurance Terms. 

 

Sheriff requests Board of Supervisors (Board) approval of the proposed contract with Evans Gun World for the use of shooting range facilities, effective upon Board approval and the execution of all necessary signatures through September 30, 2020, for a not to exceed amount of $45,000.  This contract does not currently include subcontractors or pass through to other providers.  See Attachment C for the Contract Summary Form.

 

 

FINANCIAL IMPACT:

 

Appropriations for this contract are included in the Sheriff-Coroner Department's FY 2019-20 Budget for Budget Control 060, and will be included in the budgeting process for future fiscal years.  This contract contains language allowing the Sheriff-Coroner Department to terminate the contract or reduce the level of services without penalty with cause or without cause in the event that funding is reduced and/or not available to continue funding the contract.
